“Development permits”
mean all permits, reviews, and approvals administered by the department of community development including, but not limited to, right-of-way use permits, grading permits, building permits, Uniform Fire Code permits, subdivisions, short subdivisions, binding site plans, planned unit developments, zoning permits, master plan development permits, current use permits, boundary line adjustments, and environmental review and shoreline permits.

“Impact fee”
means a payment of money authorized by State law and City ordinance to be imposed upon development as a condition of development approval to pay for public facilities needed to serve new growth and development. Impact fees include but are not limited to roads mitigation payment fees and school impact fees. “Impact fees” do not include fees imposed to cover imposed upon development as a condition of application for or approval of development to cover the costs of processing applications, inspecting and reviewing plans or other information required to be submitted for purpose of evaluation of an application, or inspecting or monitoring development activity.

“Permit fee”
means a payment of money imposed upon development as a condition of application for or approval of development to cover the costs of processing applications, inspecting and reviewing plans or other information required to be submitted for purpose of evaluation of an application, or inspecting or monitoring development activity.

“Valuation”
means the determination of value made by the building official. In determining the applicable fee based on valuation, total valuation shall be determined based on current nationally recognized valuation tables, such as R.S. Means cost data publications, Dodge cost data publications or the current valuation data published by the International Conference of Building Officials. In determining the valuation for permit and plan review fees, the valuation includes the total value of all construction work for which the permit is issued, including all finish work, painting, roofing, electrical, plumbing, heating, ventilation and air conditioning, elevators, fire systems and any other permanent fixtures.
