(a) 
Water connections.
The following charges shall be made by the city for each and every water tap connection made to the city’s water mains:

(b) 
Sewer connections.
The following charge shall be made by the city for each and every sewer connection made to the city’s sewer system: All sewer tap inspections: $10.00 each.
(c) 
Gas connections.
The following charges shall be made by the city for each and every gas connection made to the city’s gas system:
(1) 
Standard household meter: $650.00.
(2) 
All other meters: $220.00 plus actual cost for materials.

If the meter tests accurate, the fee is $30.00. If the meter is fast, there will be no charge.

(a) 
Application fee; deposit.
The applicant for gas service shall pay to the city an application fee of $5.00 per applicant as well as a deposit based on the following:
(1) 
Residential service.
(A) 
For new-service applicants who pose no credit risk (Green Light returned on the ONLINE Utility Exchange), the amount of the deposit will be $50.00 per service connection.
(B) 
For new-service applicants who pose minimal risk (Yellow Light returned on the ONLINE Utility Exchange), the amount of the deposit will be $75.00 per service connection.
(C) 
For new-service applicants who have a prior record of unsatisfactory, delinquent or unpaid gas bills with the city, or who pose substantial credit risk (Red Light returned on the ONLINE Utility Exchange), the amount of the deposit will be $150.00 per service connection.
(2) 
Commercial service.
For commercial service, the deposit shall be an amount equal to the charges for an average two-month period.
(b) 
Billing surcharge for customers outside city.
A surcharge of $10.00 per month will be added to all customers that receive gas services outside the city limits.
(c) 
Monthly rates.
The monthly rate for gas services shall be the sum of the monthly customer charge plus the monthly volume charge, as shown below:
(1) 
Monthly customer charge shall be $20.60 per month or part thereof.
(2) 
Monthly volume charge shall be $10.19 per cubic foot.

(a)

A water system improvement fee in the amount of $12.00 per month will be added to all commercial and industrial customers that receive water services inside of the city limits. A water system improvement fee in the amount of $10.00 per month will be added to all customers that receive water services outside of the city limits.

(a) 
Water surcharges during water rationing.
(1) 
Single-family residential customers:
$10.00 per 1,000 gallons over allocation.
(2) 
Master-metered multifamily residential customers:
$10.00 per 1,000 gallons over allocation for each dwelling unit.
(3) 
Commercial customers:
(A) 
Customers whose allocation is zero gallons through 15,000 gallons per month: $10.00 per thousand gallons over allocation.
(B) 
Customers whose allocation is 15,000 gallons per month or more: $15.00 per thousand gallons over allocation.
(4) 
Industrial customers:
(A) 
Customers whose allocation is zero gallons through 30,000 gallons per month: $15.00 per thousand gallons over allocation.
(B) 
Customers whose allocation is 30,000 gallons per month or more: $20.00 per thousand gallons over allocation.
(b) 
Restoration of service after disconnection for violation.
Services discontinued because of violations of the plan shall be restored only upon payment of a reconnection charge of $100.00, and any other costs incurred by the city in discontinuing service.

(a) 
Applicability.
This rate is applicable to all commercial and industrial customers receiving water service through a permanent meter installation.
(b) 
Availability.
This rate is available for all commercial and industrial customers located within the water service area of the city subject to the rules, regulations, policies and rates established by the city.
(c) 
Monthly rates inside the city limits.
The monthly rate shall be the sum of the monthly customer charge plus the monthly volume charge, as shown below:
(1) 
Customer charge shall include 3,000 gallons or less at $30.31 per month or part thereof.
(2) 
Volume charge is $3.51 for each additional thousand gallons or portion thereof.
(3) 
Commencing October 1, 2026, customer charge shall include 3,000 gallons or less at $31.83 per month or part thereof with a volume charge of $3.69 for each additional thousand gallons or portion thereof.
(4) 
Commencing October 1, 2027, customer charge shall include 3,000 gallons or less at $32.78 per month or part thereof with a volume charge of $3.80 for each additional thousand gallons or portion thereof.
(5) 
Commencing October 1, 2028, customer charge shall include 3,000 gallons or less at $33.44 per month or part thereof with a volume charge of $3.87 for each additional thousand gallons or portion thereof.
(6) 
Commencing October 1, 2029, customer charge shall include 3,000 gallons or less at $34.10 per month or part thereof with a volume charge of $3.95 for each additional thousand gallons or portion thereof.
(7) 
Commencing October 1, 2030, customer charge shall include 3,000 gallons or less at $34.79 per month or part thereof with a volume charge of $4.03 for each additional thousand gallons or portion thereof.
(d) 
Monthly rates outside the city limits.
The monthly rate shall be the sum of the monthly customer charge plus the monthly volume charge, as shown below:

Customer charge shall include 3,000 gallons or less at $40.31 per month or part thereof.
(2) 
Volume charge is $3.51 for each additional thousand gallons or portion thereof.
(3) 
Commencing October 1, 2026, customer charge shall include 3,000 gallons or less at $41.83 per month or part thereof with a volume charge of $3.69 for each additional thousand gallons or portion thereof.
(4) 
Commencing October 1, 2027, customer charge shall include 3,000 gallons or less at $42.78 per month or part thereof with a volume charge of $3.80 for each additional thousand gallons or portion thereof.
(5) 
Commencing October 1, 2028, customer charge shall include 3,000 gallons or less at $43.44 per month or part thereof with a volume charge of $3.87 for each additional thousand gallons or portion thereof.
(6) 
Commencing October 1, 2029, customer charge shall include 3,000 gallons or less at $44.10 per month or part thereof with a volume charge of $3.95 for each additional thousand gallons or portion thereof.

These rates are applicable for water service used exclusively for residential purposes, and are not applicable for service to a residence also used for any nonresidential or commercial purpose, including, but not limited to, boarding houses, hotels, motels, barber shops, beauty shops, child-care centers, retail businesses, restaurants, repair services, professional services offered on the premises to the public, nursing homes, nurseries, or any other nonresidential activity.
(b) 
Availability.
These rates are available for all single-family dwellings, and multifamily dwellings where each dwelling unit is individually metered for water, located within the water service area of the city subject to the rules, regulations, policies and rates established by the city.
(c) 
Monthly rates inside the city limits.
This monthly rate shall be the sum of the monthly customer charge plus the monthly volume charge, as shown below:
(1) 
Customer charge shall include 3,000 gallons or less at $25.00 per month or part thereof.
(2) 
Volume charge is $3.51 for each additional thousand gallons or portion thereof.
(3) 
Commencing October 1, 2026, customer charge shall include 3,000 gallons or less at $26.25 per month or part thereof with a volume charge of $3.69 for each additional thousand gallons or portion thereof.
(4) 
Commencing October 1, 2027, customer charge shall include 3,000 gallons or less at $27.04 per month or part thereof with a volume charge of $3.80 for each additional thousand gallons or portion thereof.
(5) 
Commencing October 1, 2028, customer charge shall include 3,000 gallons or less at $27.58 per month or part thereof with a volume charge of $3.87 for each additional thousand gallons or portion thereof.
(6) 
Commencing October 1, 2029, customer charge shall include 3,000 gallons or less at $28.13 per month or part thereof with a volume charge of $3.95 for each additional thousand gallons or portion thereof.

Monthly rates for the residence homestead of qualifying disabled individuals and individuals sixty-five (65) years of age or older inside of the city limits.
This monthly rate shall be the sum of the monthly customer charge plus the monthly volume charge, as shown below:

Customer charge shall include 3,000 gallons or less at $15.00 per month or part thereof.
(2) 
Volume charge is $3.51 for each additional thousand gallons or portion thereof.
(3) 
Commencing October 1, 2026, customer charge shall include 3,000 gallons or less at $16.25 per month or part thereof with a volume charge of $3.69 for each additional thousand gallons or portion thereof.
(4) 
Commencing October 1, 2027, customer charge shall include 3,000 gallons or less at $17.04 per month or part thereof with a volume charge of $3.80 for each additional thousand gallons or portion thereof.
(5) 
Commencing October 1, 2028, customer charge shall include 3,000 gallons or less at $17.58 per month or part thereof with a volume charge of $3.87 for each additional thousand gallons or portion thereof.
(6) 
Commencing October 1, 2029, customer charge shall include 3,000 gallons or less at $18.13 per month or part thereof with a volume charge of $3.95 for each additional thousand gallons or portion thereof.
(7) 
Commencing October 1, 2030, customer charge shall include 3,000 gallons or less at $18.69 per month or part thereof with a volume charge of $4.03 for each additional thousand gallons or portion thereof.
(e) 
Monthly rates outside the city limits.

Commencing October 1, 2027, customer charge shall include 3,000 gallons or less at $37.04 per month or part thereof with a volume charge of $3.80 for each additional thousand gallons or portion thereof.
(5) 
Commencing October 1, 2028, customer charge shall include 3,000 gallons or less at $37.58 per month or part thereof with a volume charge of $3.87 for each additional thousand gallons or portion thereof.
(6) 
Commencing October 1, 2029, customer charge shall include 3,000 gallons or less at $38.13 per month or part thereof with a volume charge of $3.95 for each additional thousand gallons or portion thereof.
(7) 
Commencing October 1, 2030, customer charge shall include 3,000 gallons or less at $38.69 per month or part thereof with a volume charge of $4.03 for each additional thousand gallons or portion thereof.

(g) 
Minimum charges.
The minimum monthly charge shall be the greater of the following:
(1) 
The customer charge plus the volume charge; or
(2) 
The amount specified in any contract between the customer and the city.
(h) 
Billing adjustments.
Bills will be adjusted by the proportionate part of any tax or charge levied or assessed against the city or upon its water business as a result of any new or amended laws becoming effective after the effective date of this rate schedule.
(i) 
Bulk water rate schedule.
(1) 
Fifty-dollar ($50.00) deposit is required on all new accounts.
(2) 
Five dollars ($5.00) per thousand gallons of water with a five-dollar ($5.00) minimum.
(3) 
Commencing October 1, 2026, five dollars and twenty-five cents ($5.25) per thousand gallons of water with a five dollar and twenty-five cents ($5.25) minimum.
(4) 
Commencing October 1, 2027, five dollars and forty-one cents ($5.41) per thousand gallons of water with a five dollar and forty-one cents ($5.41) minimum.
(5) 
Commencing October 1, 2028, five dollars and fifty-two cents ($5.52) per thousand gallons of water with a five dollar and fifty-two cents ($5.52) minimum.
(6) 
Commencing October 1, 2029, five dollars and sixty-three cents ($5.63) per thousand gallons of water with a five dollar and sixty-three cents ($5.63) minimum.
(7) 
Commencing October 1, 2030, five dollars and seventy-four cents ($5.74) per thousand gallons of water with a five dollar and seventy-four cents ($5.74) minimum.

When a customer has requested and made an appointment to connect city services, and failed either to appear at the appointment on time or to cancel the appointment with at least an hour’s notice, the customer will be required to pay a $25.00 in person at city hall to make new arrangements.
