The following numbering conventions are adopted
in order to implement a uniform street name and property numbering
system:
A. Numbering sequence.
(1) Main roads:
(a)
North/south. Numbers start at the southern county
line and increase in a northerly direction.
(b)
East/west. Numbers start at the eastern boundary
line of the Town and increase in a westerly direction.
(c)
Numbers continue in sequence on such roads,
in spite of any road name changes or changes in jurisdiction.
(2) Collector roads:
(a)
Numbers start at a main road and increase in
a northerly or westerly direction.
(b)
Numbers continue in sequence on such roads,
in spite of any road name changes or changes in jurisdiction.
(3) Local roads: Numbers start at a main or collector
road and increase in any direction from such road.
(4) Dead ends/culs-de-sac. Numbers start at a main, collector
or local road and increase in any direction from such road.
(5) When the above generalizations are in conflict, such
as when a road runs in two directions, e.g., east then north, northwest,
or loops, convention is to make a judgement as to the direction of
the longest segment of the road and numbers are assigned in accordance
therewith.
B. Odd/even convention:
(1) Odd numbers are used on the left side of any road.
(2) Even numbers are used on the right side of any road.
C. Numbering spacing.
(1) A fifty-foot module is to be used with a number assigned
to each 50 feet on each side of the road. In those situations where
there are two structures located off a driveway in a fifty-foot module,
then a separate number is assigned to each structure. Driveways providing
access to three or more structures must have a their own road name.
(2) The use of alphanumeric designations is prohibited
except to designate multiple apartments located in the same structure.
The following specifications, standards and
requirements in connection with the numbering of properties and principal
buildings are hereby adopted:
A. All developed properties or parcels of land within
the area as shown on the above-mentioned map shall hereafter be identified
(for street location purposes) by reference to the uniform numbering
system adopted herein.
B. Each principal building shall bear the street name
and number assigned to the driveway location. In case a principal
building is occupied by more than one business or family dwelling
unit, the entrance to each separate use of such principal building
shall be a separate number. Each structure on a property shall also
bear a separate number.
C. Numerals indicating the official numbers for each
principal building or for each separate entrance or for each separate
structure, as specified above, shall be posted in a manner as to be
visible from the street on which the property is located. Whenever
any building is situate more than 50 feet from the street line, the
official number shall be affixed to a gate post, fence, tree, post
or other appropriate place so as to be easily discernible from the
street line and so as to show clearly, if not otherwise evident, which
is the driveway for the property. The numbers shall not be less than
three inches in height and shall be made of a durable and clearly
visible reflective material.
D. The official numerals shall be placed on new buildings
by the owner or agent within 30 days after notice to the owner or
agent of number assigned. A certificate of occupancy shall not be
issued for a new building until compliance with this article is demonstrated.

This article shall be enforced by any official authorized to issue and serve appearance tickets under Chapter
3 of the Code of the Town of Carmel or the laws of the State of New York.
Any person who shall violate any provision of
this article shall be guilty of a violation subject to a minimum fine
of $50 and a maximum fine of $250.
