No person shall placard or post with showbills, handbills or posters of any printed or written notice of advertisement of any kind whatsoever or attach anything whatsoever of such character to any tree, pump, hydrant, bench or telegraph, telephone or electric light pole within the village or upon any building, except with permission of the owner, occupant or lessee of such building, except legal notices or a notice and rulings made, adopted or enacted by the Board of Trustees of the village and posted by order of said Board.
No person shall erect, hang or place or cause or permit to be erected, hung or placed over, upon or across any sidewalk or street or flat against any building where such building abuts upon or is contiguous with any street, walk or other right-of-way used by the general public within the village any banner or other emblem or insignia, without first obtaining from the Board of Trustees of said village a permit to do so.
Application for the permit provided for in § 124-2 shall be in writing and shall be accompanied by the written consent of the owner of the property on which the banner or other emblem or insignia is proposed to be erected and shall contain an agreement on the part of the applicant that, in consideration of the granting of such permission by the Board of Trustees, such applicant shall save and keep harmless the village from any liability for or by reason of any injury to person or property as a result of his negligence or otherwise in connection with said banner or other emblem or insignia. Such application shall set forth in detail the nature and size of said banner or other emblem or insignia and shall be accompanied by a sketch showing the design thereof, the measurements thereof, the words intended to appear thereon, the distance between the lowest part thereof and the sidewalk or street below and the number of feet which said banner or other emblem or insignia shall project from the building.
Each application for a permit to erect, hang or place any banner or other emblem over, upon or across any sidewalk or street within the village shall be accompanied by a fee established by the Village Board of Trustees.
Any temporary advertising sign must be removed within one week after the event advertised takes place.

Every person convicted of a violation of any of the provisions of this chapter shall, for the first conviction thereof, be punished by a fine of not less than $100 and not more than $500; for a second or subsequent conviction within 12 months after any previous conviction, such person shall be punished by a fine of not less than $200 and not more than $1,000 or by imprisonment for not more than 15 days, or by both such fine and imprisonment. Each day of continued violation shall constitute a separate additional violation.
