A. 
The Building Department of the Village is hereby designated as the agency to administer and secure compliance with the applicable standards of this chapter. Such agency is hereinafter referred to as the "agency."
B. 
The agency shall be under the direction and charge of the Building Inspector, who shall have as his representatives such assistants and inspectors as may be necessary to carry out effectively the powers and duties of the agency.
C. 
All personnel of the agency shall be qualified and appointed as prescribed by the Board of Trustees and shall be furnished with appropriate official badges or identification cards.
D. 
All personnel of the agency shall be free from personal liability for acts done in good faith in the performance of their official duties.[1]

A. 
The agency shall be charged with the duty of administrating the applicable standards of this chapter and securing compliance therewith and shall be empowered to adopt rules and regulations necessary for securing such compliance and for its own organization and internal management, provided that such rules and regulations shall not be in conflict with the applicable standards of this chapter.
B. 
The agency shall be authorized to conduct surveys of buildings in any area of the Village to determine the conditions of premises, extent of deterioration, lack of facilities, inadequate maintenance, unsafe and unsanitary conditions, extent of overcrowding, land use and other relevant factors.
C. 
It shall be the duty of the Building Inspector[1]to:
(1) 
Cause inspections to be made of premises within the scope of applicable standards as necessary.
(2) 
Cause an investigation of all complaints of alleged violations or other unsafe or unsanitary conditions.
(3) 
Order, in writing, the remedying of all conditions found to exist in or on any premises in violation of provisions of this chapter or of rules and regulations adopted by the agency, to state in the violation order a reasonable time limit for compliance therewith and, where necessary, to order the vacating of premises found unfit for human habitation.

D. 
Where violations of the housing and rehabilitation standards exist and pose an immediate hazard or danger to the health, safety or welfare of building occupants or of the public, the Building Inspector may issue an order citing the violation and directing such action by such other Village agency as is necessary to remove or abate the immediate hazard or danger.
E. 
Where a violation of Article VI of this chapter exists and poses an immediate hazard or danger to the health, safety or welfare of the public, the Building Inspector may, upon determining that such hazard or danger exists, require the owner or occupant of such property to remove such violation or violations and, upon default thereof, may cause such violation or violations to be corrected. The total cost of such correction may be assessed upon the real property whereon such violation or violations are found and shall constitute a lien and charge upon said real property until paid or otherwise satisfied or discharged and shall be collected by the Village Treasurer in the manner provided by law for the collection of delinquent taxes. Service of a notice to remove a violation or violations may be made in the same manner as provided in this chapter for service of violation orders. The provisions of this subsection shall be in addition to any other penalties provided by this chapter.

A. 
Inspectors shall be authorized and have the right, in the performance of their duties, to enter any premises at such times and under such circumstances as may be authorized by law to protect the public interest.

B. 
Owners, agents, operators and occupants shall be responsible for providing access to all parts of the premises within their control to authorized agency personnel acting in the performance of their duties.
The agency shall keep records of all complaints received, inspections made and violations found regarding premises regulated by this chapter. Records shall be kept and shall be available for public inspection.[1]

A violation order may be served on the owner or operating agent personally, or by delivering to and leaving a copy thereof with a person on the premises of reasonable age and mailing a copy thereof to the person named in the order at his last known place of residence, or by posting a copy in a conspicuous place on the premises and mailing a copy thereof addressed to the owner or operating agent at his last known place of residence.
A. 
Every person who shall fail to comply with any provision of this chapter shall be guilty of a violation of this chapter and shall be subject to the penalties herein provided for.
B. 
Every person who shall fail to comply with a violation order issued by the agency within the time stated in said order shall be guilty of a violation of this chapter and shall be subject to the penalties herein provided for.[1]
