The Board of Trustees of the Village of Great Neck Estates hereby finds
and determines that it is appropriate, proper and necessary and in the interests
of the public health, safety and general welfare for the Village to regulate
the disposition of solid wastes which are collected in the Village in accordance
with authority granted to the Village by law, including Public Authorities
Law § 2049-u, Subdivision 1. The purpose of this article is to implement
and utilize that authority and to provide for the delivery of solid waste
generated or originated within the Village and collected within the Village
to a facility designated by the Village.
All solid waste generated or originated within the Village of Great
Neck Estates, except for such materials designated by the Board of Trustees
of the Village as being exempt from this article, shall be delivered to one
or more specified solid waste management facilities as may be designated by
the Board of Trustees by resolution from time to time.

Pursuant to General Municipal Law § 120-aa, the New York State
Legislature has directed that each municipality in the State of New York adopt
local legislation requiring that solid waste which has been left for collection
or which is delivered by the generator of such solid waste to a solid waste
management facility shall be separated into recyclable, reusable or other
components for which economic markets for alternate uses exist. It is the
intention of the Village of Great Neck Estates to conform to that requirement
by the enactment of this article.
