All plumbing systems, including repairs and additions, hereafter installed
shall conform with the provisions of this chapter.
Horizontal drainage piping shall be run in practical alignment at a
uniform grade.
Water service pipes or any underground pipes shall not be run or laid
in the same trench as the building sewer or drainage piping.
Changes in drainage piping shall be made by wyes, long-sweep quarter
bends, sixth, eighth or sixteenth bends or by a combination of these fittings.
Single and double sanitary tees may be used in vertical sections of drains
or stacks. Short quarter bends may be used in drainage line only when the
flow is from the horizontal to the vertical.
Tees and crosses shall not be used in the drainage system. They may
be used as vent fittings.
It shall be unlawful to use double-hub fittings, single- or double-tee
branches or tapped-tee branches as drainage fittings. Drilling, tapping or
welding of building drains, soil, waste or vent pipes, and the use of saddle
hubs, bands or running threads, are prohibited.
No pipe of fittings with double hubs on the same run shall be used on
the drainage system.
Any fitting or connection that offers abnormal obstruction to flow through
a drain is prohibited.
Double-wye fittings shall not be used to connect two storm systems to
a combined sanitary and building storm drain.
In the installation or removal of any part of a drainage system, dead
ends shall be avoided except where necessary to extend a cleanout so as to
be accessible or for future installations.
Workmanship shall conform to accepted good practice so as to fully secure
the results sought in all sections of this chapter.
Pipes passing under or through walls shall be protected from breakage,
and pipes passing through or under concrete or corrosive material shall be
protected against external corrosion. No piping shall be built into or embedded
in concrete or mason walls or footings.
No water supply, stack, soil or waste pipe shall be installed or permitted
outside a building or in an exterior wall unless adequate provision is made
to protect from freezing where necessary.
In every building in which the disposal of liquids or waterborne wastes
or drainage is required, provisions shall be made for conveying such wastes
to a sewer. Where a sewer is not available, provisions shall be made for disposal
of such wastes by a method approved by the Department of Public Works and
the Plumbing Inspector. Every such building shall have its sanitary drainage
system independently connected to a sewer or disposal system, but, at the
discretion of the Plumbing Inspector, buildings on the same lot and under
the same ownership may be connected to the same sewer or disposal system.
Where a public sewer is accessible in a street, alley or thoroughfare
to a building or premises abutting thereon, the liquid wastes from any plumbing
system in said building shall be discharged into the public sewer unless otherwise
prohibited.
Every structure intended for human occupancy shall be provided with
a sufficient number of suitable plumbing fixtures. Such fixtures shall be
generally located within the structure as required by the rules of this Board.
Every structure intended for human occupancy shall be provided with
a supply of pure and wholesome water. It shall be unlawful to connect such
pure water supply with any unsafe water supply or to cross-connect such pure
water supply to any drainage system. Every structure shall be provided with
a supply of water sufficient to keep the plumbing fixtures sanitary. Where
supply from water mains in the street is available, each such structure shall
be adequately supplied with water from such mains.
It shall be unlawful for any person to cause, suffer or permit the disposal
of sewage, human excrement or liquid wastes in any place or manner except
through and by means of an approved plumbing and drainage system installed
and maintained in accordance with the provisions of this chapter.
It shall be unlawful for any person to deposit, by any means whatsoever,
into any plumbing fixture, floor drain, sand trap, sump, receptacle or device
which is connected to any drainage system, public sewer, private sewer, septic
tank or cesspool, any ashes, cinders, solids, sawdust, shavings, waste products
or materials of manufacture, rags, garbage, grease, refuse or any other thing
whatsoever which would or could cause damage to the drainage system or public
sewer, or which may constitute or cause a nuisance.
If any discharge into any sewer cannot be rendered harmless; this connection
shall be discontinued.
A. Every gas water heater, whether of instantaneous or tank
type, shall be connected to a flue in which there shall be no damper.
B. All heater installations shall have the approval of the
Plumbing Inspector before the work is undertaken.
C. No water heaters shall be installed in bathrooms. No
water heater shall be installed in small rooms without ventilation.
D. All automatically controlled gas appliances shall be
equipped with an American Gas Association approved type of safety gas cutoff
to operate in case of pilot failure.
E. All gas water heaters, manually or automatically operated,
shall be installed with an American Gas Association approved type of back
draft diverter in vent pipe.
F. Any gas appliance which has been adjudged hazardous as
to construction or installation by the Plumbing Inspector shall, upon notice
to the owner or user thereof, be placed in safe condition or its use discontinued.
G. All gas installations shall be according to the approved
specifications of the American Gas Association and the Public Utility Corporation.
It shall be unlawful to use leaders as soil, waste or vent pipes, or
to use soil, waste or vent pipes as leaders.
No brick, sheet metal, earthenware or chimney flue shall be used as
a sewer ventilator nor to ventilate any trap, drain, soil or waste pipe.
Water closets and urinals shall be located in a compartment or room
which contains a window in an external wall opening on a street, courtyard
or open vent shaft, or which is otherwise provided with adequate ventilation
and illumination.
Inside rooms containing water closets or urinals shall be provided with
a means of ventilation that will assure an adequate rate of air change.
Ventilation ducts from fixtures and toilet rooms shall be exhausted
to the outer air through a metal duct and shall be independent of any other
ventilation system in the building.
Wastes which are detrimental to the public sewer system or are detrimental
to the functioning of the sewage treatment plant shall be disposed of as directed
by the administrative authority having jurisdiction.
Every plumbing fixture trap, except as otherwise provided in this chapter,
shall be protected against siphonage and back pressure, and air circulation
assured throughout all parts of the drainage system, by means of a vent pipe
installed in accordance with the requirements of this chapter.
Potable water shall be protected from backflow in all cases.
Water closets and similar connections having traps above the floor line
shall be connected to the soil pipe by means of a lead bend or straight sleeve.
A. All waste pipes under the bathroom floors shall be of
lead and all joints shall be wiped.
B. Or all waste pipes other than water closets or similar
fixtures shall be of galvanized pipe with the proper drainage fittings.
C. Or copper or brass waste pipe is allowed with the proper
drainage fittings.
The Zurn or Rice bends may be used, provided that the bend has a wye
branch for the waste connection and a vent connection for venting.
Acids or any other liquid that would be injurious to the plumbing and
drainage system are prohibited.
The Hudson Examining Board of Plumbers in conjunction with the Columbia
County Board of Health shall have the power to suspend, modify or add to the
provisions of this chapter in any particular case when in its opinion the
requirements of health demand it. Every such suspension, modification or addition
shall be made in writing, and a copy thereof shall be furnished to the licensed
plumber.
