All bills for the collection of electric, refuse, water and sewer service payments may be billed to the users of such services on a staggered basis at the discretion of the Administrative Officer or other designated employee of the Borough.
All bills for such services shall be due and payable within 15 days of the date billed. Any payment that is delinquent after that period shall be subject to the same penalties as are now provided for in the Code of the Borough of Middletown.
Nothing herein shall be construed to allow for billing for such services more frequently than is now provided for by the Code of the Borough of Middletown.

Whenever the Borough or its designee has made a presentment of a check or similar sight draft for the payment of money which has been dishonored by the drawee, the Borough shall:
A. 
Re-present the check or similar sight draft to the drawee.
B. 
If the instrument is again dishonored by the drawee, the Borough or its designee shall inform the drawer, either orally or in writing, of the refusal to honor said instrument. If such notice is given in writing, it shall be by first class mail.
C. 
The drawer shall be further notified that he or she shall be responsible for lawful interest from the date of the second dishonor by the drawee, and that he or she will be charged a service charge of $20 or such amount as is duly allowed by law.
There shall be placed a sign, at least 12 inches by 12 inches, that may be plainly seen in the area where payments are to be made to the Borough for services and taxes, that there will be a service charge of $20 for bad checks. If the amount allowed for such a service charge is increased, then the Borough shall be allowed to increase the amount, and the sign shall be amended to reflect that increase.
All bills for services or taxes sent out by the Borough shall contain a provision that any check or sight draft for the payment of money for such services or taxes which is dishonored is subject to a service charge. That service charge shall be $20 or an amount which is specifically allowed by law.
