This chapter shall be known as the "Village of Oxford Sewer Use Law."
The general purpose of this chapter is to regulate and control the construction,
use and operation of the sanitary sewer system facilities, including the publicly
owned treatment works (POTW), of the Village of Oxford for the protection
of the physical, chemical and biological quality of watercourses within or
bounding the village.
The specific purposes of this chapter are the following:
A. To prevent the introduction of substances that will:
(2) Pass through the POTW to the state's waters and
cause contravention of standards for those waters or cause violation of the
POTW's State Pollutant Discharge Elimination System (SPDES) permit.
(3) Increase the cost or otherwise hamper the disposal of
POTW sludge and/or residuals.
(4) Endanger municipal employees.
(5) Cause air or groundwater pollution, directly or indirectly.
B. To prevent new sources of infiltration and inflow and,
as much as possible, eliminate existing sources of infiltration and inflow.
C. To ensure that new sewers and connections are properly
constructed.
D. To provide for equitable distribution of all costs associated
with sewage transmission and treatment and with sludge and residuals disposal.
E. To provide cooperation with the New York State Department
of Health, New York State Department of Environmental Conservation, United
States Environmental Protection Agency and any other agencies having requirements
or jurisdiction for the protection of the physical, chemical and biological
quality of watercourses within or bounding the village.
