Upon the filing of any claim required to be filed by any law, ordinance
or regulation, which relates to or arises out of a contract with the town,
the town may, within 150 days thereafter, commence an investigation by means
of deposition or demand for documents, and counsel to the town is authorized
to issue subpoenas to the claimant to require the production of documents,
as well as testimony upon reasonable notice in furtherance thereof.
No action shall be commenced by a claimant against the town relating
to the claim until the expiration of the one-hundred-fifty-day period provided
herein or the conclusion of the investigation authorized hereby, which shall
be conducted by the town without unreasonable delay.
