It shall be unlawful for any person, association, partnership or corporation to engage in the business of buying or selling old metal within the Town of Woodbury, County of Orange, State of New York, which business is herein designated "junk business" and which person, association, partnership or corporation is herein designated "junk dealer," unless such junk dealer holds a license from the Supervisor of said town for the operation of such business as required by Article 6 of the General Business Law of the State of New York and by this chapter, and the pursuit or exercise of such business within said town without holding such a license is hereby prohibited.
The fee for such a license shall be the sum of $5, which license shall expire on June 30 of each year. The fee for a certified copy thereof shall be the sum of $1. Such fee or fees shall be paid to the Supervisor of said town for the use of said town prior to the issuance of any such license or a certified copy thereof.
Every applicant for such a license shall file with the Town Clerk an application in a form to be determined by the Town Board, and the applicant shall give such information, under oath, as the form of such application shall require. Licenses to be issued shall be in a form to be prescribed by the Town Board, and a record thereof shall be kept by the Town Clerk.
Every holder of such a license shall keep the same or a certified copy thereof exhibited in or on any vehicle used for the transportation of junk at all times while engaged in the business so licensed within the Town of Woodbury.
A license may be refused if the applicant therefor is unfit or undesirable to carry on or is incapable of properly conducting such business, and a license once issued may be revoked for similar cause so determined by the Town Board.

Any person committing an offense against any provision of this chapter shall, upon conviction, be guilty of a violation pursuant to the Penal Law of the State of New York, punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuance of an offense for each day (24 hours) shall be deemed a distinct and separate violation.
