There exist in the Town of Woodbury shopping centers which provide for
handicapped parking and no parking within certain designated fire lanes and
within 15 feet of a fire hydrant. It has become increasingly apparent to the
owners of these shopping centers that it is difficult if not impossible to
control the no-parking within areas designated as fire lanes, 15 feet of a
fire hydrant or handicapped parking. Where the owner of a shopping center
makes a formal request pursuant to the Vehicle and Traffic Law § 1660-a,
then appropriate legislation should have been adopted by the Town Board to
provide for regulations prohibiting parking in fire lanes, within 15 feet
of a fire hydrant and within handicapped parking. Also, the Town Board wishes
to provide for parking regulations in other areas of the town.

The following parking regulations are established for the northern municipal
parking lot of the Senior Citizen/Library building:
A. The south side of the municipal parking lot closest to
the Senior Citizen/Library building is hereby established for handicapped
parking unless otherwise marked as a five-hour parking area.
B. The two center parking areas of the municipal parking
lot are hereby established as five-hour parking areas. Senior citizens shall
be issued parking permits by the Director of the Senior Citizen Center which
shall permit senior citizens to park for longer periods of time where different
functions require extended periods of parking.
C. The most northern portion of the municipal parking lot
is hereby established as a twelve-hour parking area.
D. Where in the opinion of the Town Board a particular event
requires parking of vehicles for a longer period than 12 hours, then, upon
application to the Town Board, a particular individual or group of individuals
may be permitted to park their vehicles for a longer period of time but in
no event longer than a twenty-four-hour period. However, in the event of an
emergency the Town Board may permit parking for prolonged periods of time.
The Woodbury Police Department shall not enforce the parking regulations
within a shopping center unless and until the Town Board of the Town of Woodbury
has received a formal request pursuant to the Vehicle and Traffic Law of the
State of New York.

Except as otherwise provided by the Vehicle and Traffic Law, any person who violates §§
227-2 or
227-3 of this chapter shall be subject to a fine of not more than $100 for the first offense and not more than $150 for the second offense occurring within a period of two years within the Town of Woodbury.

Except as provided in §
227-2, it shall be a violation for any person to stop, stand or park a vehicle in any area within the Town of Woodbury designated as "no parking," "no standing" or "restricted parking" or within 15 feet of a fire hydrant.

Except as otherwise provided by the Vehicle and Traffic Law and §
227-5, any person who violates this chapter shall be subject to a fine of $25 for the first offense and $50 for the second offense occurring within a period of two years within the Town of Woodbury.

A. It shall be a violation of this section to stop, stand
or park a vehicle in or about the Gatehouse property unless the driver is
actively engaged in an activity authorized to take place at the Gatehouse
by the Town of Woodbury or its duly empowered agent(s).
B. Any person who parks his/her vehicle in
violation of this section is subject to having his/her vehicle ticketed and
towed at his/her sole cost and expense. Any person convicted of having violated
this section is subject to a fine of up to $100 for the first offense and
$250 for a second offense occurring within a two-year period.
