A. 
There is hereby created the position of Code Enforcement Officer, who shall be appointed by the Mayor with the advice and consent of Council.
B. 
The Code Enforcement Officer shall file an annual report of all activities of his office with the Administrator of the Borough of Shrewsbury.
C. 
The Code Enforcement Officer shall report to the Administrator of the Borough of Shrewsbury for administrative and budgetary purposes.
A. 
Term of office. The Code Enforcement Officer shall be appointed by the Mayor, with the advice and consent of Council, for a term of one year, or until his successor is appointed and qualified.
B. 
Compensation. The Code Enforcement Officer shall receive as compensation such sum as may be set forth in the Salary Resolution of the Borough of Shrewsbury.[1] The working hours and the schedule of the Code Enforcement Officer shall be fixed by the Borough Council.

A. 
Responsibilities. The Code Enforcement Officer shall be responsible for the enforcement of regulatory ordinances (Part II, General Legislation, of the Borough Code), excluding ordinances subject to police investigation and/or enforcement and the Uniform Construction Code, and assist the Zoning Officer in the enforcement of the land use and zoning ordinances (Chapter 94 of the Borough Code).
B. 
Inspections. The Code Enforcement Officer shall conduct field inspections to ensure compliance with various Borough ordinances, and enforce rules and regulations in relation to enforcement of ordinances.
C. 
Reports. The Code Enforcement Officer shall make and record acts and observations, maintain records thereon, as well as records of any inspections and investigations, create and adopt clear, concise and actual forms for reports and applications and seek advice of municipal counsel for guidance and interpretation of the Code and rules and regulations. Said Officer shall render a written report monthly or as requested to the Borough Administrator.
D. 
Records. All records kept by the Code Enforcement Officer shall be open to inspection by the Borough Council and the general public at all reasonable times, whether such records are required to be kept by statute or ordinance.
E. 
Public documents. Every Code Enforcement Officer, on the expiration of his term for any cause whatsoever, shall deliver to his successor all books and records which may be the property of the Borough, and if no successor has been appointed within one week after the termination of such office, such property shall be delivered to the Borough Administrator.

Enforcement authority. The Code Enforcement Officer shall have the power to make or cause to be made an entry into any building or premises wherein an alleged violation may exist and to serve violation notices, make and process complaints for Code violations and make court appearances, both municipal and otherwise, as necessary in connection therewith.
B. 
Report of violation. Upon observation of a violation of any of the aforesaid ordinances or any other ordinance of the Borough of Shrewsbury, the Code Enforcement Officer shall make a record of the same, in writing. A copy of each violation shall be submitted to the Borough Administrator. If the violation falls within the purview of the Zoning Officer, Construction Official or Police Department, the Code Enforcement Officer shall discuss the violation with the appropriate official for action.
C. 
Violation enforcement. The Code Enforcement Officer shall have the authority to issue violation notices and/or summons and appear in Municipal Court, as necessary. All violation notices shall be complied with as follows:
(1) 
Within 24 hours if the safety and/or health of the public is endangered.
(2) 
No later than the hours or days specified in the ordinance referenced in the notice of violation. If time for compliance is not specified, the violation notices shall be complied with no later than five business days after receipt of said notice.
(3) 
Depending on the nature of the violation and the means required to correct the violation, the Code Enforcement Officer may issue a notice of violation stipulating a reasonable number of days for compliance.
D. 
Issuance of summons. The Code Enforcement Officer shall have the authority to issue a summons in the name of the Borough for a violation of any ordinances pertaining to land use, zoning or other regulatory ordinances and shall testify on behalf of the Borough in litigated matters as requested by the Borough Administrator.
The Code Enforcement Officer shall have the power to make or cause to be made an entry into any building or premises wherein an alleged violation may exist.
Every Code Enforcement Officer shall, before entering upon his duties, take the oath prescribed by law.
