A. 
As used in this chapter and unless the context indicates otherwise, the meetings of following words used throughout this chapter shall be as follows (Note: * designates source as TRWRA rules and regulations):
AUTHORITY
Two Rivers Water Reclamation Authority (TRWRA).
BOARD OF HEALTH
Borough of Shrewsbury Board of Health
BOROUGH
The Borough of Shrewsbury, a member of the Two Rivers Water Reclamation Authority.
BUILDING
Any building or structure heretofore or hereafter constructed and designed or used for dwelling or other use or occupancy by persons, either temporary or permanent.
*CONNECTION DATE
The ninetieth day following a sewer being available to serve a structure, except that, in the case of a structure completed subsequent to the availability of a sewer to the premises on which a structure is located, shall mean the date of the initial occupancy of said structure or the date of the issuance of a certificate of occupancy therefor, whichever of said dates shall be the earlier.
*HEALTH OFFICER
The person duly licensed by the State of New Jersey performing the duties of Health Officer appointed by the Board of Health.
*HOUSE CONNECTION
The sewer between a main or Authority sewer and the curb or easement line.
*INDUSTRIAL USER
A facility that discharges industrial waste to the Authority's sewerage treatment plant.
*OWNER
The property owner upon whose land is or will be a structure and upon whose behalf an application for a sewer connection is made to the Authority.
*PLUMBING INSPECTOR
The person duly appointed by the Borough as Plumbing Inspector.
*SEWAGE
A combination of domestic sewage and industrial waste, together with such ground, surface and storm waters as may be present.
*SEWER
Any pipe or main designed or used for collection or disposal of sewage.
*SEWER CONTRACTOR
A licensed plumber performing those duties set forth in the rules and regulations of the TRWRA.
*STRUCTURE
Any house, building, or structure heretofore or hereafter constructed and designed or used for dwelling or other use or occupancy by persons, either temporary or permanent.
B. 
For the purpose of this chapter, a property shall be deemed to front on the system if any of its boundaries abut a street or easement at a point opposite a sewer in such street or easement which is part of a sewer of the Authority or where a building is located upon a street or easement in which a sewer is now or hereafter constructed.
A. 
There are hereby adopted the rules and regulations of the Two Rivers Water Reclamation Sewerage Authority with the understanding that the Authority reserves the right to update these rules and regulations and/or establish more stringent limitations or requirements on discharges to the wastewater system if deemed necessary to comply with the purposes of these rules and regulations.
B. 
The Authority rules and regulations provide for the regulation of contributors to the Authority's wastewater system through the issuance of permits to certain nondomestic users and through enforcement of general requirements addressing procedures regarding new connections to sewers; standards for individual connections; prohibited discharges; industrial wastes; inspection and testing of stormwater; violations and penalties; rates and service charges schedules; connection charges per equivalent dwelling unit; schedule of charges; application and permit forms.
C. 
Copies of the aforesaid rules and regulations shall be on file in the following Borough offices:
(1) 
Two copies in the office of the Borough Clerk and will remain on file for use and examination of the public.
(2) 
One copy filed with the Clerk of the Board of Health, the Secretary of the Planning Board, and the Secretary of the Zoning Board of Adjustment.
A. 
All sewers and sewerage works shall be designed and constructed in accordance with all current rules and regulations of the Authority and the NJDEP. The plumbing fixtures used shall meet the requirements of Borough and state codes, including those pertaining to water conservation devices.
B. 
The Plumbing Inspector of the Borough shall be responsible only for inspection of the building sewer, extending from the building drain to the house connection at the curb or easement line, for compliance with the Borough's plumbing codes.
C. 
The plumbing fees shall be in accordance with the Uniform Construction Code.[1]

Every Borough property owner connected to the Authority system or who is required to connect to the Authority system shall pay service and other charges in accordance with the current TRWRA rules and regulations.
Any person, firm or corporation violating any provision of this chapter shall, upon conviction, be subject to a fine of not less than $50 nor more than $1,250, a term of imprisonment not exceeding 90 days or a period of community service not exceeding 90 days, or any combination thereof.
