Declaration of the legislative intent of an R-5 Zoning District is as follows:
To provide for a variety of carefully designed housing types at high densities.
To make sure that varied multifamily housing types are compatible with adjacent neighborhoods.
To make sure that the street system of the Township and other community facilities and services are fully able to handle the higher density of dwelling units.
To encourage affordable housing, especially for young families and senior citizens, by providing apartments and other types of multifamily structures in this District.
In an R-5 Residential District, the following regulations shall apply.
A building or group of buildings may be erected or used and a lot may be used or occupied for any of the following uses and no other:
Multifamily dwellings, including garden apartments, only, at a maximum density of nine dwelling units per gross acre.
Accessory uses permitted in an R-5 Residential District include:
Mixing of permitted dwelling types shall not be permitted on the same site or lot.
Site area. Each site of land development, whether of one or more lots, shall contain a minimum of 10 acres and shall be separated from other adjacent land areas by a buffer strip of 50 feet from the ultimate right-of-way of an abutting street and 35 feet from other property not contained in the site. The maximum percent of net site area permitted to be covered by buildings is 35% and, additionally, to be covered by imperious materials is 30%. In subdivisions of 31 dwellings or greater, the developer shall provide a minimum of 20% of the total area for open space.
Buildings. Buildings shall be located and constructed so as to provide:
No more than 12 dwelling units per building for garden apartment dwellings.
A minimum setback as follows:
A maximum height of not to exceed 35 feet.
A maximum building length of not to exceed 160 feet.
Dwelling units. Nonattached dwelling units in the same building, wholly facing units or end units shall have a minimum distance of 40 feet between them.
Parking. A minimum of two off-street parking spaces shall be required for each dwelling unit.
Site development within an R-5 District shall be in conformance with an overall plan for locating buildings and structures, providing for safe and efficient circulation of vehicles and pedestrians, preservation and extension of the natural amenities of the site and providing for the continued maintenance of the land and improvements thereon. The design and the operation and maintenance of the site and improvements shall meet at least the minimum standards and requirements set out in § 143-28 of this chapter.
