As used in this chapter, the following terms shall have the meanings indicated:
UNREGISTERED VEHICLE
Any vehicle propelled by an engine or motor or any power other than human hands or feet which is not registered, whether or not such registration is required by the State of New York.
No person shall operate an unregistered vehicle on any Town road or on any property owned or leased by the Town or on any property subject to an easement or license held by the Town or on any sidewalk or public pedestrian path or on land along the side of any railroad.
Penalties for violations of this chapter are as follows:
A. 
First offense: a fine not to exceed $50 or imprisonment not more than 15 days, or both fine and imprisonment.
B. 
Second offense: a fine not to exceed $150 or imprisonment not more than 15 days, or both fine and imprisonment.
C. 
Third offense: a fine not to exceed $250 or imprisonment not to exceed 15 days, or both fine and imprisonment.
