There is hereby established the Mount Airy Commission on Aging and Livability. The Commission shall consist of up to nine members, at least seven of whom shall be residents of the Town and one of whom shall be a member of the Council of the Town of Mount Airy. All members shall be appointed by the Mayor with the advice and consent of the Council. The original appointment shall be made in such manner that the term of one member shall expire on July 1, 2025 the term of another is to expire on July 1, 2026 and the term of the remaining members will expire three years following appointment. Their successors shall be appointed for three years terms, except that any member appointed to fill a vacancy shall serve only for the unexpired term of the vacated seat. Any member of the Commission shall be eligible for reappointment. An alternate member may be appointed who may take part in the Commission discussions and shall serve as a voting member in the absence or recusal of any full member. All members of the Commission shall serve without compensation except that they may be reimbursed for actual expenses incurred to the extent authorized in the budget.
The Commission shall select from among its members a Chairman to serve until the succeeding June meeting and such additional officers as it may deem advisable. The Commission is empowered to adopt all necessary rules and regulations for the conduct of its business and shall hold such meetings as may from time to time be deemed necessary. A "quorum" shall be defined as one more member than half the appointed membership. The alternate member may be considered to complete a quorum if necessary. The Commission' s regular place of business shall be in the Town Hall of the Town of Mount Airy, but both regular and special meetings of the Commission may be held elsewhere at the discretion of the Commission.
A. 
The Commission shall study, investigate and make recommendations to the Town Council and the Mayor on making Mt. Airy a safe and secure community and a great place with opportunities for people of all ages to enhance and maintain a high quality of life.
B. 
This commission shall work to meet the various needs of older adults and caregivers, including but not limited to accessible and appropriate transportation across counties, accessible housing choices, quality health care and community services, accessible recreation, and access to information on county resources in order to allow the Town's senior citizens opportunities to comfortably age in place should they desire to do so.
C. 
The Commission shall focus on creating a cooperative livable community for its current and future citizens in consideration of the following factors, which also shall be considered in formulating future growth and development visions for the Town:
(1) 
The housing, transportation, health, and the recreational needs of all residents regardless of age, income, physical ability, race and other factors;
(2) 
Needs specific to particular generations; and
(3) 
Needs held in common among different generations.
D. 
Studies and recommendations to the Mayor and Town Council shall be made in cooperation with other town commissions as appropriate, as well as the Mt. Airy Senior Center and other relevant state, county or local organizations.
E. 
The Commission shall undertake and/or evaluate any other studies and recommendations as may be requested from time to time by Town Council and/or the Mayor.
The Commission shall submit to the Council of the Town of Mount Airy an annual report on or before July 1 of each and every year summarizing its activities, together with any accomplishments and/or recommendations relating generally to aging and livability concerns for the ensuing year.
No expenditures may be made by the Commission except to the extent authorized in the annual budget of the Town or as may otherwise be lawfully approved in advance by the Council of the Town of Mount Airy.
