A. 
A water benefit charge is hereby imposed by the Town of Mount Airy, such charge to be in addition to the water connection charges provided by Article II and to be dedicated to the development, maintenance, storage capacity, replacement and expansion of the public water system of the Town of Mount Airy, such charge to be payable at the time application is made for said water connection.
B. 
An additional water charge is hereby imposed and the charges therefor shall be disbursed to the Mount Airy Volunteer Fire Company on a quarterly basis or such other interval as may be determined by the Mayor of the Town of Mount Airy in order to compensate the Mount Airy Volunteer Fire Company for increased service demands imposed upon it by virtue of continued growth within the Town of Mount Airy.

In addition to all other charges, there is hereby imposed a fee payable at the time application is made for each water connection, the funds derived therefrom to be used for construction, reconstruction, improvements and repairs of streets and roads within the Town limits, including acquisition of any necessary rights-of-way.

In addition to all other charges, there is hereby imposed a fee payable at the time application is made for each water connection, the funds derived therefrom to be used for construction, reconstruction, improvements and repairs of capital projects within the Town limits, including public buildings and community centers and the acquisition of any necessary lands or rights-of-way in connection with the same.

In addition to all other charges, there is hereby imposed a fee payable at the time application is made for each water connection, the funds derived therefrom to be used for construction, reconstruction, improvements and repairs of parks, recreational equipment and recreational projects and the acquisition of any necessary lands or rights-of-way in connection with the same.
When a developer provides the Town of Mount Airy with a producing well of water drilled in accordance with specifications provided by said Town and accepted by said Town for incorporation into the public water system, said developer will be reimbursed by the Town of Mount Airy from the herein enacted water benefit charge in the amount of $100 per connection to the extent of the developer's dollar investment in the accepted producing well.
