A Police Department is hereby established in
the Borough under the name of the "Cresskill Police Department."
Police headquarters shall be located in the
Municipal Building or such other place as designated by the Council
and shall be kept manned 24 hours per day.
All records pertaining to the Department shall
be kept at headquarters, and no copies of any documents or records
shall be taken therefrom except under order of the Chief or by legal
process.
Every member of the Police Department shall
enforce in the Borough the laws of the United States, the state and
the ordinances of the Borough. A member shall perform the duties as
ordered by the superior officers and shall comply with all the rules
and regulations of the Department and the provisions of this article.
The Borough will furnish legal defense to a
member of the Police Department charged with an offense committed
in the line of duty, except in cases where the offense charged is
a violation of this article or the rules and regulations of the Department.
The rules and regulations for the conduct of
the Police Department shall be formulated by the Chief of Police and
the Police Committee, in writing, and approved by resolution of the
Borough Council and shall, by reference, become a part of this article
as though fully incorporated herein.
Each member of the Police Department shall be
furnished with a copy of this article and the rules and regulations,
which shall be binding upon the member, and any neglect or failure
to carry out the same shall be grounds for imposition of penalties
as provided in this article.
Each member of the Police Department and all
special officers shall sign a statement that he or she has read and
understands this article and the rules and regulations aforesaid.
It shall be the purpose of every person employed
as a member of the Police Department to devote his or her interest
and activity primarily to the Department as the member's first and
primary employment. Any other or part-time employment engaged in shall
be subordinated thereto, and all secondary, subordinate or part-time
work entered into shall conform to the dignity required of a police
officer and meet with the approval of the Chief and Police Committee.
No police officer shall pursue any part-time
employment which will conflict with employment duties to the Police
Department or the member's ability to properly perform the same or
which will remove the officer from the Borough to such a distance
that the officer is not reasonably available for call when needed.
The Mayor, with the approval of the Council,
may appoint one or more police physicians, who shall perform all the
duties prescribed by law, this Code or any ordinance of the Borough,
and shall perform such further duties as may from time to time be
prescribed by the Mayor and Council or the Police Committee of the
Borough.
The police physician shall serve for a term
of one year.
The compensation to be paid to the police physicians
shall be determined by the Mayor and Council or the Police Committee
for such services as the police physician may render from time to
time.
