In accordance with the provisions of N.J.S.A. 39:4-197, the following municipal property and Board of Education property shall have the movement and the parking of traffic controlled by the type of regulation indicated. No person shall operate or park a vehicle in violation of the regulation indicated.
A. 
The Millville City Municipal Complex shall include the Municipal Building (City Hall), the Police and Court Administration Building, the Access Road, Police Way, and adjacent parking lots as shown on the site plan approved by the NJDOT.
B. 
No stopping or standing. No person shall stop or stand a vehicle upon any of the streets or parts of streets described below:

C. 
Parking prohibited except in designated parking areas. No person shall park a vehicle in this complex except in the designated parking areas between the lines provided.
D. 
Parking reserved for handicapped persons. In accordance with the provisions of N.J.S.A. 39:4-197, the following off-street parking spaces are designated as handicapped parking areas. Such spaces are for use by persons who have been issued special identification cards, plates or placards by the Division of Motor Vehicles or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in these areas.

E. 
Reserved parking. All vehicles that are granted specialty parking in this complex, such as police vehicles, public employee vehicles and public officials vehicles, must be properly identified, and the reserved parking spaces must be shown on the approved site plan.

Parking time limited. No person shall park a vehicle for longer than the time limit between the hours listed on any day designated upon any of the property described below.

Tow-away zones.
(1) 
Any vehicle parked or standing so as to obstruct or impede the normal flow of traffic may be towed and stored by the City at the owner's or operator's expense.
(2) 
Any vehicle parked or standing so as to block the entrance of exitways, the loading zones, the oil-fill areas, and the grassy area pedestrian walkway may be towed and stored by the City at the owner's or operator's expense.
(3) 
Any vehicle parked or standing which presents a safety or traffic hazard may be towed and stored by the City at the owner's or operator's expense.
L. 
Violations and penalties. The penalties for violations of the handicapped parking section of these regulations shall be as set forth in Article IV of this chapter. The penalties for violations of the other parking sections of these regulations shall be as set forth in Article III of this chapter.

The Glasstown Center Parking Facility shall include all of the lands designated on the site plan approved by the NJDOT and bounded by Sassafras Street on the north, Route NJ 49 (Main Street) on the south, High Street on the east, and Buck Street on the west.

Violations and penalties. Unless another penalty is expressly provided for by the New Jersey Statute, every person convicted of a violation of these regulations, or any supplement thereto, shall be liable to a penalty of not more than $1,000 or imprisonment for a term not exceeding 15 days or both.
A. 
The Millville Board of Education property covered by this section shall include Holly Heights School, Mount Pleasant School, the Senior High School, and Silver Run School together with the adjacent entrance and exit roads and parking areas for those schools.
B. 
No stopping or standing. No person shall stop or stand a vehicle between the hours specified of any day upon any of the property described below.
