The Board of Trustees hereby finds and determines that the best interests
of the Village of North Hills would be served by the creation of a Village
Justice Court pursuant to Village Law § 3-301, having the powers
and duties prescribed in the Uniform Justice Court Act, and that such interests
would be furthered by the transfer to such Village Justice Court of all proceedings
within its jurisdiction presently pending in the Nassau County District Court.
There is hereby established in the Village of North Hills the offices
of Village Justice and Acting Village Justice. The Village Justice and Acting
Village Justice shall receive such compensation as may be established from
time to time by resolution of the Board of Trustees.
The Village Justice Court of the Village of North Hills shall have such
jurisdiction as is permitted by the Uniform Justice Court Act of the State
of New York.
No action or proceeding pending at the effective date of this chapter
shall abate by virtue of this chapter, but such actions shall instead continue
in the court in which they are then pending unless transferred to the Village
Justice Court as provided by law.

This chapter shall take effect after compliance with Village Law, Article
9, and Municipal Home Rule Law § 24, and on the 150th day after
filing pursuant to Municipal Home Rule Law § 27, except that on
or after September 1, 1979, the Mayor and Board of Trustees may take such
action as may be necessary to prepare for the implementation of this chapter,
including the appointment of a Village Justice and Acting Village Justice.
The first such appointment of a Village Justice shall be for a term ending
at 12:00 noon on April 2, 1980, and the successor to such Justice shall be
elected for a term of three years at the general Village election
in 1980. Thereafter, the successors to such Justice shall be elected for terms
of four years each.
