A. 
All subdivisions within existing sewer districts, sewer improvement areas or other legal municipally run sewer systems, shall provide public sewers, constructed in accordance with the requirements, standards and specifications of the town, at the expense of the developer. All subdivision plans are subject to review by the Town Engineer and Superintendent prior to plan approval.
B. 
These sewers shall be connected to a wastewater treatment plant constructed, owned and operated by the town, city or village. The developer shall provide to the town, at his expense, all necessary sewers and rights of way, to connect the subdivision sewers to the wastewater treatment plant.
C. 
The fee to accompany the application to the Superintendent of Sewers and/or Engineer for a permit to construct the sewers shall be the amount established with the following table. This amount shall cover the costs of filing and the Engineer's review of the plans and specifications that are submitted and the costs of inspection during the construction. The Engineer shall establish the estimated cost of sewer construction upon which the fee is based. An application for a permit to construct a public sewer is available front the Engineer or his designated representative.[1]

D. 
The fees collected hereunder shall be paid directly to the appropriate sewer district in which the project is located or the sewer district to which the project is a tenant.
E. 
Prior to making a connection to a town-owned sewer main, a property owner or contractor may request that the Town locate the "stub" to which the sewer lateral will be connected. The Town will mark such location using the most accurate information available at the time however, the Town shall not be responsible or liable for any additional costs incurred by the property owner because of the inaccuracy of such mark.

In all cases where inspections are conducted pursuant to statute, pursuant to construction or development projects, the owner and applicant shall be liable for an inspection fee and shall pay to the Town of Poughkeepsie a fee for said inspections at the rate of $16 per hour.
Copies of this Part 3 and the specifications governing public construction, shall be available from the Town for a fee of $50. Design criteria will be as required by New York State Department of Environmental Conservation.
