B.
The rules and regulations promulgated herein shall
supersede and otherwise control in the event of any conflict with
existing rules and regulations alleged to pertain to the sewer districts
in the Town of Poughkeepsie.

C.
The above-stated rules and regulations shall also
be applicable to all properties which are connected to any of the
listed sewer districts or improvement areas by virtue of a sewer tenancy
agreement of any type. Should the particular sewer tenancy agreement
be more restrictive in its terms than the rules and regulations contained
herein, then the provisions of that particular agreement shall rule.
