at a referendum held 8-6-1990.
It is the purpose and intent of this article
for the Town Board of the Town of Poughkeepsie to authorize the Town
Board of the Town of Poughkeepsie, without public hearing, to temporarily
block Town streets, highways and roads, upon consultation with the
Chief of Police and Superintendent of Highways, in order to allow
a neighborhood block party, celebration or event on a Town street,
highway or road. It is further the intent of this article to authorize
the Town Board of the Town of Poughkeepsie, without public hearing,
upon consultation with the Chief of Police and Superintendent of Highways,
to issue a permit temporarily closing the street, highway or road
or any portion thereof and to allow the Superintendent of Highways
before, during and after said block party, celebration or event to
block said street, highway or road so that no motor vehicle would
enter upon such street, except emergency vehicles, as defined in the
Vehicle and Traffic Law, and to provide detour signs for vehicular
traffic at such time and upon such conditions as he or she may require.

It is the intent of the Town Board of the Town
of Poughkeepsie to enact this article and to supersede § 64,
Subdivision 10-b, of the Town Law of the State of New York.
The Town Board of the Town of Poughkeepsie,
without public hearing, upon consultation with the Chief of Police
and the Superintendent of Highways, shall be and is hereby empowered
to temporarily block any Town street, highway or road and shall be
further authorized prior to the time of the commencement of such block
party, celebration or event and for the duration thereof to cause
the street or any portion thereof to be blocked to motor vehicles,
except emergency vehicles, as defined in the Vehicle and Traffic Law,
and to provide detour signs for vehicular traffic upon such terms
and conditions as he or she may determine to be applicable to the
situation.
