The West Milford Township Municipal Utilities Authority, created by ordinance, adopted on February 4, 1964, is hereby continued. Such body shall consist of five members thereof, appointed by the Township Council. The terms of the members shall be five years. Members shall be appointed for full five-year terms. Vacancies shall be filled by appointment as above provided for the unexpired term.

The Authority shall have and exercise all of the duties provided for by the Municipal Utilities Authority Law, N.J.S.A. 40:14B-1 et seq., and the amendments and supplements thereof, and any other statutes heretofore or hereafter enacted and applicable thereto. The Municipal Utilities Authority and its officers shall file with the Municipal Clerk of the Township of West Milford copies of all approved minutes of the MUA upon approval of said minutes and shall provide quarterly reports of its operations with the Municipal Clerk.
There shall be two alternate members appointed to the Municipal Utilities Authority by the Township Council. These individuals shall be designated as "Alternate No. 1" and "Alternate No. 2" and shall serve during the absence or disqualification of any regular member or members. The term of each alternate member shall be five years commencing on February 1 of the year of the appointment; provided, however, that the initial term of Alternate No. 1 shall be four years and the initial term of Alternate No. 2 shall be five years expiring on the fourth or fifth January 31 next ensuing after the date of their appointments. Alternate members may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member.[1]
