There shall be an Advisory Board of Health, consisting of seven members, one of whom preferably should be a physician, to be appointed by the Council. Upon the expiration of the respective terms of the initially appointed members, the term of each member thereafter appointed shall be two years. The members shall serve until their respective successors are appointed and qualified. They shall serve without compensation.
In the event of the resignation of any member of the Advisory Board of Health, his death, inability to serve, or absence without acceptable reason from three consecutive meetings of the Board, the Township Council shall fill such vacancy for the remainder of the unexpired term.
The Advisory Board of Health shall elect a President and Vice President at the organizational meeting to be held in January. The Department of Health shall keep on file minutes of all meeting and copies of official correspondence of the Advisory Board of Health.
The Advisory Board of Health shall hold regular meetings at the same time and day of each month in the Town Hall as fixed in their organizational meeting in January. It shall provide rules for the calling of special meetings.

A. 
The Advisory Board of Health shall advise the Mayor and Council concerning matters of public health within the Township. It shall make recommendations to the Mayor and Council concerning or relating to the operation and administration of the Department of Health to the Township Council concerning or touching upon matters of policy or ordinances affecting the public health.
B. 
The Board of Health, and its respective functions as exercised by Township Council pursuant to N.J.S.A. 26:3-1 et seq., shall have the power to hear and decide appeals of all variance decisions rendered by the Township Health Officer. Notice of an appeal of a decision of the Health Officer shall be filed with the Township Administrator within 15 days of receipt of the Health Officer's decision. The Board of Health, and in its respective function as exercised by Township Council, shall conduct a hearing, at which the applicant for the variance shall have the right to appear and be heard, to cross examine opposing witnesses and to present witnesses in his own behalf. The Board of Health, and in its respective function as exercised by Township Council, shall conduct the hearing and render a decision within 30 days of receipt of the notice of appeal.
