There shall be a Parks and Recreation Committee (Advisory) of the Township, consisting of nine members, one of whom shall be a member of the Board of Education, one of whom shall be the Parks Manager for the Newark Watershed, and seven citizens, to be appointed by the Township Council. The Director of the Department of Community Services and Recreation shall serve as an ex officio member. The one representative of the Township Council and the one representative of the Board of Education shall be appointed by and shall serve at the pleasure of the Township Council and the Board of Education, respectively. Members shall serve without compensation. The term of each member shall be for a period of one year in compliance with N.J.S.A. 40:69A-149.1 et seq., the Mayor-Council-Administrator Plan form of government. Current terms shall expire on December 31, 2013, and subsequent terms shall be in accordance with the calendar year.
In the event of resignation of any citizen member or his death or inability to serve or absence without acceptable reason from three consecutive meetings of the Parks and Recreation Committee (Advisory), the Township Council shall fill the vacancy for the remainder of the unexpired term.
The Parks and Recreation Committee (Advisory) shall elect a Chairman and Vice Chairman at its organizational meeting in January. The Director of Community Services and Recreation shall automatically assume the duties of Secretary to the Parks and Recreation Committee (Advisory) and shall file in the office of the Township Clerk minutes of all the meetings. The Secretary shall maintain copies of official correspondence of the Committee in accordance with the records retention schedule promulgated by the State of New Jersey.
The Parks and Recreation Committee (Advisory) shall hold regular monthly meetings, whenever possible, at a time and place each month to be designated at its annual organization meeting in January. Special meetings may be called by the Chairman on three days' notice, or in accordance with rules adopted by the Committee. The Parks and Recreation Committee (Advisory) may make and amend rules and regulations concerning the conduct of its meetings.
The Parks and Recreation Committee (Advisory) may make recommendations to the Council and the Director concerning matters of policy affecting the Department of Community Services and Recreation and to the Board of Education concerning or relating to the use of the facilities, athletic equipment and plant of the school system, and may advise the Mayor, Council and Director generally concerning recreational and community services programs and the use of recreational areas in the Township.
