No street shall be dedicated to public use and
accepted by the Township Council unless there shall be strict compliance
with all of the requirements of this article, including the specifications
regarding the width and construction of streets.

All bridges and culverts on such streets shall
be constructed and be in such a condition as approved by the Engineer
of the County of Passaic. A certificate of such approval shall be
filed with the Township Administrator.
Streets shall have such drains or drainage system
as shall be required by the Township Council, with the recommendations
of the Township Engineer. No streets shall be accepted for public
use unless and until easements on land adjacent to them shall have
been procured for all drains.
The Township Council shall reserve the right
to require its agreement with public, quasi-public or private utility
companies relative to the future construction and maintenance of utilities,
on, over, along or under streets.
After the streets are completed and approved
as set forth herein, and sufficient permanent stone monuments have
been set to lines and grades as approved by the Township Engineer,
a deed shall be properly executed by all the owners of the land within
them. The deed shall be delivered to the Township Council, conveying
the streets or the lands thereof, to the Township, in fee simple,
free of all encumbrances, including taxes and assessments. The deed
shall be accompanied by one original map delineated on tracing cloth
with black waterproof ink, six blueprints on cloth, indicating all
details required by and approved by the Township Engineer, and the
recording fees for the deed and filing of the original tracing map
and one cloth print with the Register of Deeds of the County of Passaic.
The Township Council may accept the same, provided the conditions
set forth herein shall have been complied with.
The provisions of this article shall not be
applicable in the case of streets heretofore dedicated or in use by
the public as public thoroughfares, wherein the Township Council determines
by ordinance to straighten or realign the same and to procure new
rights-of-way for future improvement thereof.
