It is hereby recognized that the Township Council
has the power and authority under N.J.S.A. 40:67-23.1 to provide for
the removal of snow, ice and other obstructions from any roads or
streets upon which the public travel is sufficient, in the opinion
of the Township Council, to warrant such expenditures, even though
such roads or streets shall not have been taken over by the Township
or dedicated and accepted as public highways. It is further recognized
that:
A. There are numerous such roads or streets whereon the
public travel is sufficient to warrant the removal of snow, ice and
other obstructions.
B. Such roads should be classified and listed for the
benefit of the Township Engineer, to the end that snow and ice be
removed therefrom, primarily to eliminate hazards to life, health
and fire prevention.
C. Such service should be rendered to citizens living
on or along such roads, to assure them relief from hazardous conditions.
The Township Engineer be and is hereby authorized
to prepare a list of such roads or streets, and to submit his report
to the Township Council.
In the event of a snowfall of four inches or
more in depth, wherein an emergency may then exist, and to eliminate
hazardous conditions as the result thereof, the Township Engineer
be and is empowered to authorize the plowing of such roads or streets
as shall be listed on the list to be prepared by the Township Engineer
and approved by the Township Council.
When hazardous conditions shall exist on such
roads or streets, as on the list, the Township Engineer shall authorize
the sanding of such roads or streets.
