The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 290-63) herein.
No person shall stop a vehicle upon that part of any street adjacent to any of the parking areas and metered parking zones provided for in this chapter or upon any of the streets or parts of streets described in Schedule XIII (§ 290-64) herein.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 290-65) herein.

A. 
No person shall park a vehicle upon any of the streets specified and hours indicated in Schedule XV (§ 290-66) herein unless otherwise indicated.
B. 
Temporary parking restrictions. The Village Manager may establish temporary parking restrictions on any roadway for special events, public emergencies, construction activities, or for any other reason as is deemed reasonably necessary by causing temporary "No Parking" signs to be posted on the roadway or within the public right-of-way of such roadways at least 72 hours prior to the temporary parking restriction going into effect unless such notice is impractical due to extenuating circumstances. This section is expressly exempted from the requirements of § 290-4 of the Village Code.
(1) 
The Department of Public Works or Police Department shall post temporary "No Parking" signs on the roadway or within the public right-of-way. Signage posted pursuant to this section shall designate the hours and day(s) of temporary parking restrictions and shall also be placed at reasonable intervals, no greater than 100 feet apart.
(2) 
No vehicle may be parked or stopped, or any obstruction placed, on the roadway or in the public right-of-way between temporary no parking signs while such restriction is in effect. The owner of any vehicle or obstruction which violates this section shall be subject to a fine of no more than $150 and such vehicle or obstruction may be removed by order of the Superintendent of the Department of Public Works or the Chief of Police, or their designees, and returned to the owner in accordance with § 290-46G. Notwithstanding the above, if the operator is present when the violation occurs, the operator shall be issued the fine.
(3) 
Notwithstanding anything in this section or chapter, in the event of an unforeseen emergency or event arises in which 72 hours advance notice of temporary parking restrictions cannot be reasonably provided, the Superintendent of the Department of Public Works or the Chief of Police, or their designees, are empowered to order and provide for the relocation of any vehicle or object which obstructs such emergency or event. Unless danger to life or property is present, reasonable efforts shall be used to locate the registered owner of any vehicle or object before such vehicle or object is relocated upon less than 72 hours advance notice. A notice shall be placed on any vehicle or object relocated upon less than 72 hours advance notice. Such notice shall outline the efforts used to contact the registered owner of the vehicle or object and provide the reason(s) why such was relocated. The Chief of Police shall be empowered to promulgate rules for the proper implementation of this subsection which shall apply to all vehicle or object relocations in the Village. The failure to perform any of the procedures provided herein prior to relocating a vehicle shall not be construed as creating a private right of action. As provided for in this subsection, any vehicle or object relocated shall not be ticketed unless no parking signage was posted at least 72 hours prior thereof.
No person shall stop a vehicle upon any of the streets specified and hours indicated in Schedule XVI (§ 290-67) herein unless otherwise indicated.
No person shall stand a vehicle upon any of the streets specified and hours indicated in Schedule XVII (§ 290-68) herein unless otherwise indicated.
No person shall park a vehicle for longer than the time limit upon any of the streets or parts of streets between the hours indicated in Schedule XVIII (§ 290-69) herein unless otherwise indicated.
No person shall park any vehicle on any street in the Village or at other public property parking locations designated by the Village Manager between the hours of 2:00 a.m and 6:00 a.m. of any day from November 1 to March 31.
A. 
The following public parking locations are hereby designated:
(1) 
Freightway Open Lot.
(2) 
Freightway Parking Garage, roof level.
(3) 
Beatty Parking Lot.
(4) 
Scarsdale Avenue Lot.
(5) 
Merchants' Lot
B. 
No person shall park any commercial vehicle on any street in a Residence A District within the Village or at other public property parking locations designated by the Village Manager between the hours of 2:00 a.m. and 6:00 a.m. A commercial vehicle is identified as a truck, bus, school bus, omnibus, pickup truck or any other vehicle used for commercial purposes where such vehicle bears exterior identification or indication of commercial use. Examples of identification or indication include but are not limited to commercial license plates or any sign or placard indicating the name, address, telephone number or nature of the commercial enterprise that is visible on either the front, roof, bed or either side of the vehicle and/or any ladder, rope, cable, plow, tool, machinery, equipment, container or other items identifying the commercial enterprise and affixed to the front, rear, roof, bed or either side of the vehicle.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIX (§ 290-70) herein except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
A. 
Any vehicle parked or standing on any public roadway, off-street parking lot or parking garage shall be placed parallel to and within 12 inches of the right-hand curbline or within lines officially marked to indicate where parking or standing is permitted, and in the latter event, the vehicle shall not touch, straddle or overhang any such line.
B. 
Any vehicle parking or standing on any public roadway, off-street parking lot or parking garage shall be parked with the front or passenger side thereof nearest the curb or wall.
The locations described in Schedule XX (§ 290-71) herein are hereby designated as loading zones. No parking, standing or stopping is permitted in a loading zone at the times and days set forth therein, except in connection with loading and unloading for commercial purposes.
The locations described in Schedule XXI (§ 290-72) herein are hereby designated as taxi zones. No parking, standing or stopping is permitted in a taxi zone except for vehicles licensed and operated as taxis pursuant to Chapter 272.
A. 
Bus stops. No parking, standing or stopping is permitted in a bus stop designated by Westchester County except for licensed bus carriers.
B. 
School zones. The locations described in Schedule XXII (§ 290-73), herein, are hereby designated as school zones. "School zones" are defined as the boundary from the foundation wall of the school to both sides of the designated street. No person shall park, stand or stop in violation of any posted parking restriction in a school zone at the times and days set forth therein.
