The Civil Service Commission of the Borough
of Downingtown shall henceforth have the power and authority to draw
against the funds of the Borough of Downingtown, without the control
of the Borough of Downingtown whatsoever, sums with which to pay its
Solicitor's fees and other costs which may from time to time arise
from the conduct of business brought before it, not to exceed the
maximum sum of $10,000 in total payments per year.
Any payment order from the Civil Service Commission
directed to the President of the Council and the Borough Treasurer
shall be honored so long as the total amounts paid by the Civil Service
Commission shall not exceed, by the payment thereof, the total sum
of $10,000 per year, nor shall they be used for the purpose of payment
of wages to the members of the Civil Service Commission themselves.
The President, Treasurer and Borough Secretary are hereby authorized
to execute said checks.

The existing Civil Service Commission rules
and regulations are hereby repealed and the Civil Service Commission
rules and regulations attached hereto as Exhibit A are approved by
the Borough Council in accordance with 53 P.S. § 46176. These
rules and regulations shall govern the affairs of the Borough of Downingtown
Civil Service Commission effective immediately.
