As used in this article, the following terms
shall have the meanings indicated:
ALTERNATE PARKING
The requirement that parked vehicles be removed from the
side of the street on which vehicles are lawfully parked during a
snow emergency to the other side of said street.
LIMITED PARKING AREA
Any area in which parking of vehicles is normally permitted
along only one side of the street and also any area in which it is
restricted to only one side of the street during snow emergencies.
SNOW EMERGENCY
The presence of foreseeable accumulation of snow or ice upon
Borough streets and highways to a degree which poses a hazard to the
citizens of the Borough.
SNOW EMERGENCY ROUTE
A thoroughfare within the Borough on which parking or stopping
is completely prohibited during a snow emergency.

The Borough Director of Administration and Finance
or the Mayor is authorized to declare the existence of a snow emergency.
Public notice of said declaration shall immediately be given utilizing
all reasonable means, including but not limited to the fire signal
systems, broadcasting media, public address systems and posting of
official notices where required in a manner reasonably calculated
to inform Borough residents.
Within one hour after the declaration of a snow
emergency all snow emergency routes shall be clear of parked or stopped
vehicles, and all other Borough streets shall have vehicles parked
only on that side designated by the resolution of Borough Council
then in effect establishing snow emergency routes and limited parking
areas.
In periods of declared snow emergency regulations,
routine curb parking regulations shall, insofar as they are in conflict
with snow emergency regulations, be suspended, and parking shall be
permitted only in those areas designated by Borough Council in its
current resolution establishing snow routes and limited parking areas.

The Borough Director of Administration and Finance
or the Mayor shall promptly notify the public upon the cessation of
the snow emergency. Said notice shall be communicated to the public
in the same fashion as the snow emergency declaration.
It shall be unlawful for a vehicle to be operated
on a snow emergency route within the Borough after the declaration
of the snow emergency if said vehicle is not equipped with either
snow tires or chains.
It shall be unlawful for any person to permit
a vehicle to remain stopped or parked on any snow emergency route.
It shall be unlawful for any person to fail
to comply with the alternate parking regulations at the time said
regulations become effective.
