The Central Business Revitalization Overlay District is designated to:
A.
Promote the character of Downingtown as a traditional town with traditional neighborhoods. This character is one where the streetscape quality of a walkable downtown, and walkable neighborhoods, adds charm and reinforces the historic sense of community.
B.
Provide additional regulations to the underlying zoning districts in accordance with Section 605 of the Pennsylvania Municipalities Planning Code,[1] whereby "places having unique historical, architectural or patriotic interest or value" may be given an additional classification within any zoning district.
