Every person and/or legal entity engaged in or conducting any business, trade, occupation or activity mentioned in this chapter shall pay a license or permit fee in the amount specified in this chapter, and unless otherwise provided, the fees prescribed in this chapter shall be paid on an annual basis. Any person licensed under the Home Improvement Consumer Protection Act of 2008 shall be exempt from the provisions of this section, provided that the licensee provides a copy of his license from the Pennsylvania Bureau of Consumer Protection to the Township. This shall not remove the requirement that such person must still acquire the necessary license under this chapter for any activities outside of the Home Improvement Consumer Protection Act of 2008.

All contractors, individuals, and legal entities engaged in contracting work and/or building trade work, including but not limited to general contractors; plumbing contractors; heating, ventilating and air-conditioning contractors; electrical contractors; masonry contractors; and excavation contractors shall be required to obtain a license prior to engaging in said business within the Township in any calendar year. The annual license fee for said license shall be set, from time to time, by resolution of the Board of Supervisors of Kidder Township. Any person licensed under the Home Improvement Consumer Protection Act of 2008 shall be exempt from the provisions of this section, provided that the licensee provides a copy of his license from the Pennsylvania Bureau of Consumer Protection to the Township. This shall not remove the requirement that such person must still acquire the necessary license under this chapter for any activities outside of the Home Improvement Consumer Protection Act of 2008.

No building permits shall be issued within the Township unless said application for permit contains the contractor's license number. Contractors licensed by the Bureau of Consumer Protection under the Home Improvement Consumer Protection Act of 2008 shall provide this license number on all building permits.
Any owner occupant who performs his own work on the premises in which he lives shall not be required to obtain a license or pay the license fee.

Every contractor doing business in the Township of Kidder must furnish evidence of comprehensive public liability insurance coverage for not less than $200,000 in the event of bodily injury, including death, and $100,000 in the event of property damage arising out of work performed by the contractor and, if applicable, worker's compensation insurance. Such evidence shall be in the form of a certificate with 10 days' cancellation notice and which shall be furnished to the Township at the time the contractor applies for his annual license and permit. Failure to maintain the required insurance shall be considered sufficient reason for the Township to suspend or revoke the contractor's license.
Any person who violates or permits a violation of this chapter shall, upon being found liable therefor in a civil enforcement proceeding commenced by the township before a District Justice, pay a fine of not more than $600, plus all court costs, including reasonable attorney's fees, incurred by the township in the enforcement of this chapter. No judgment shall be imposed until the date of the determination of the violation by the District Justice. If the defendant neither pays nor timely appeals the judgment, the township may enforce the judgment pursuant to the applicable Rules of Civil Procedure. Each day a violation exists shall constitute a separate offense. Further, the appropriate officers or agents of the township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.
