No person, firm or corporation shall peddle or conduct, maintain or carry on or engage in or cause to be conducted, maintained, carried on or engaged in any buying, selling or trading in any goods, wares or merchandise or other materials as peddlers, itinerant vendors or merchandisers, junk dealers or commercial solicitors, nor operate, maintain or cause to be operated or maintained any cart, wagon, car or vehicle for commercial purposes within the Township of South Hackensack.
Excepted from the aforestated prohibition are mobile vendors which have been inspected and approved by the Board of Health of the Township of South Hackensack, which have been licensed pursuant to Chapter 131, Licensing, and the regular activity of which is lawful under Chapter 208, Zoning, and which do not remain upon any single premises or in the same location for any longer than two hours per day.

Any person, firm or corporation violating any provisions of this article shall, upon conviction thereof, be subject to a fine not exceeding $2,000 or imprisonment not exceeding 90 days or a period of community service not exceeding 90 days, or any combination thereof.

A. 
No such solicitation or canvassing shall be conducted at or upon any premises within the Township at any time except between the hours of 4:00 p.m. and 9:00 p.m. on weekdays and 12:00 noon and 9:00 p.m. on Saturdays and Sundays.
B. 
No person, firm or corporation soliciting or canvassing as aforesaid within the Township of South Hackensack shall undertake such activities at or upon any premises which shall have posted upon its front or main entrance, open to plain view, a sign of not less than one inch by six inches but not larger than three inches by ten inches stating "No Solicitors." All solicitors or canvassers, shall before commencing any actions or activities, shall secure from the South Hackensack Police Department a list of all persons and premises which have filed a request to be excluded, eliminated or otherwise do not wish to be solicited or canvassed. Any resident, business, or premises may complete a form listing available at the Police Department which will list their name and residence address and request that they be placed on the “no-knock” list and not be solicited or canvassed. Such list will be available and made public to any person(s) engaged in soliciting and canvassing and those person(s) or premises shall not be solicited or canvassed and the list shall be honored. Any person(s) or premises may remove themselves from the list by completing a similar form which will be filed with the Police Department.
