The Township of Lower Merion, pursuant to the
Local Health Administration Law, 16 P.S. § 12001 et seq.,
hereby subjects itself to the jurisdiction of the County of Montgomery
Department of Health, retaining to the extent not inconsistent therewith
those health-related powers provided to Townships of the First Class.
An advisory council, to be known as the "Lower
Merion Township Health Advisory Council," is hereby created and shall
continue to function until this chapter is revoked.

The Health Advisory Council shall be composed of not more than
seven and not fewer than five residents of the Township of Lower Merion.
In addition, the Board may appoint two alternate members to serve
by appointment of the Chair to create a quorum.
The Board of Commissioners of the Township of
Lower Merion shall appoint all members of the Lower Merion Health
Advisory Council. The Health Advisory Council shall then elect a Chairperson
of the Council from amongst its members. The Board of Commissioners
shall appoint members to the Health Advisory Council in accordance
with the following procedures:
A. At least three of the members shall have experience
in public health or professional/technical training in the health
sciences.
B. Terms of office.
(1) Council members shall serve four-year terms; appointments
shall be so staggered that the terms of approximately 1/4 of the members
of the Council shall expire each year.
(2) Council members' terms of office shall expire on the
first Monday in January following the last year of their term of office,
or when the Board of Commissioners appoints a successor.

The Health Advisory Council shall recommend
plans and programs to the Board of Commissioners for the protection
of the public health of residents of the Township of Lower Merion
and advise the appropriate boards, agencies and officials of the Township
concerning matters of public health. The Health Advisory Council shall
have those further powers and duties specifically granted and imposed
by other provisions of the Lower Merion Code.
Members of the Health Advisory Council shall
receive no compensation for their services but shall be reimbursed
for the expenses actually and necessarily incurred by them in the
performance of their duties. The Council may not contract for professional
services.
