The permittee or the owner of any property on which work has been done pursuant to a permit granted hereunder, or any other person or agent in control of such property, shall maintain in good condition and promptly repair or restore all grade surfaces, walls, drains, dams and structures, plantings, vegetation, runoff and erosion control measures and other protective devices. Such repair and/or restoration and such maintenance shall be in accordance with the approved plans, specifications and permit as required by this chapter until permanent measures are accepted by the Township Engineer.

A. 
A property owner shall provide for the periodic inspection of the stormwater management system and the preparation of an inspection report in a form acceptable to the Township Engineer by a licensed, qualified engineer or a qualified MS4 inspector to ensure that it is functioning properly and as designed. Inspections shall be performed and the inspection report shall be submitted to the Township according to the following schedule.
(1) 
Every three years:

(a) 
Where the impervious surface limitation applicable to the property has been expanded pursuant to the then existent impervious surface expansion provisions in the Zoning Code.
(b) 
Where a covenant or zoning/land development condition of approval imposes on the owner an obligation to maintain the stormwater management facilities.
(c) 
Where runoff rate control is required.
(2) 
Every two years when a National Pollutant Discharge Elimination System (NPDES) permit has been issued after 2003.
B. 
If the system is not found to be functioning properly, the property owner’s engineer shall so state, and the property owner shall perform such repairs/replacements as are required to bring the system into a properly functioning condition and shall submit documentation of the repairs to the Township within 30 days of notice from the Township.
C. 
The Township Engineer shall have the right periodically to inspect the drainage system upon reasonable notice.

Where an artificial turf field is installed, the property owner shall provide for the inspection of the drainage system below the field by a licensed, qualified engineer no less frequently than every two years, and shall forward to the Township following the inspection that engineer's certification, in a form acceptable to the Township Engineer, that the drainage system has been inspected and is functioning properly as designed. If the system is not found to be functioning properly, the engineer shall so state, and the property owner shall promptly perform such repairs/replacements as are required to bring the system into a properly functioning condition. The Township Engineer shall have the right periodically to inspect the drainage system upon reasonable notice.
