Wherever a space shall be marked off on any
highway for the parking of an individual vehicle, every vehicle there
parked shall be parked within the lines bounding such space.
B.
The following regulations shall govern the loading
and unloading of vehicles:
(1)
Where a sign prohibits parking, the operator of a
passenger or a commercial vehicle may nevertheless stop on the right
side of a two-way street, or on either side of a one-way street, for
the purpose of loading or unloading.
(2)
Operators of commercial vehicles shall be permitted
a reasonable period of time after loading or unloading to transact
business incidental to such loading or unloading.
(3)
Where signs are posted regulating parking, the operator
of a passenger or a commercial vehicle may stop temporarily in a curb
loading zone for the purpose of loading or unloading.
(4)
No person shall stop, stand or park a vehicle other
than a bus in a bus stand or a taxicab in a taxicab stand, except
that the operator of a passenger vehicle may temporarily stop therein
for the purpose of and while actually engaged in loading or unloading
passengers, when such stopping does not interfere with any bus or
taxicab about to enter such stand.
C.
Prohibitions in specified places. Except when necessary
to avoid conflict with other traffic or to protect the safety of any
person or vehicle or in compliance with law or the directions of a
police officer or official traffic control device, no person shall:

(1)
Stop, stand or park a vehicle:
(a)
On the roadway side of any vehicle stopped or
parked at the edge or curb of a street, except that a pedalcycle may
be parked on the roadway abreast of another pedalcycle or pedalcycles
near the side of the roadway at any location where parking is allowed.
(b)
On a sidewalk, except a pedalcycle may be parked
on a sidewalk, provided it shall not impede the normal and reasonable
movement of pedestrian or other traffic.
(c)
Within an intersection.
(d)
On a crosswalk.
(e)
Between a safety zone and the adjacent curb
within 30 feet of points on the curb immediately opposite the ends
of a safety zone, unless a different length is indicated by official
traffic control devices.
(f)
Alongside or opposite any street excavation
or obstruction when stopping, standing or parking would obstruct traffic.
(g)
Upon any bridge or other elevated structure
upon a highway or within a highway tunnel.
(h)
On any railroad tracks.
(i)
At any place where official signs prohibit stopping.
(2)
Stand or park a vehicle:
(a)
In front of a public or private driveway.
(b)
Within 15 feet of a fire hydrant.
(c)
Within 20 feet of a crosswalk at an intersection.
(d)
Within 30 feet upon the approach to any flashing
signal, stop sign, yield sign or traffic control signal located at
the site of a roadway.
(e)
Within 20 feet of the driveway entrance to any
fire station or, when properly sign posted, on the side of a street
opposite the entrance to any fire station within 75 feet of the entrance.
(f)
At any place where official signs prohibit standing.
D.
Two-way highways. Except as otherwise provided in
this section, every vehicle standing or parked upon a two-way highway
shall be positioned parallel to and with the right-hand wheels within
12 inches of the right-hand curb or, in the absence of a curb, as
close as practicable to the right edge of the right-hand shoulder.

E.
One-way highways. Except as otherwise provided in
this section, every vehicle standing or parked upon a one-way highway
shall be positioned parallel to the curb or edge of the highway in
the direction of authorized traffic movement with its right-hand wheels
within 12 inches of the right-hand curb or, in the absence of a curb,
as close as practicable to the right edge of the right-hand shoulder,
or with its left-hand wheels within 12 inches of the left-hand curb
or, in the absence of a curb, as close as practicable to the left
edge of the left-hand shoulder.

F.
Handicapped persons and severely disabled veterans.

(1)
When a motor vehicle bearing a handicapped or severely
disabled veteran plate or displaying a handicapped or severely disabled
veteran parking placard as prescribed in this title is being operated
by or for the transportation of the handicapped person or severely
disabled veteran, the driver shall be relieved of any liability for
parking for a period of 60 minutes in excess of the legal parking
period permitted by local authorities except where local ordinances
or police regulations provide for the accommodation of heavy traffic
during morning, afternoon or evening hours.
(2)
At the request of any handicapped person or severely
disabled veteran, the Township shall erect on the highway as close
as possible to their place of residence a sign or signs indicating
that that place is reserved for the handicapped person or severely
disabled veteran, that no parking is allowed there by others, and
that any unauthorized person parking there shall be subject to a fine.
(3)
Except for persons parking vehicles lawfully bearing
a handicapped or severely disabled veteran registration plate or displaying
a handicapped or severely disabled veteran parking placard when such
vehicles are being operated by or for the transportation of a handicapped
person or a severely disabled veteran, no person shall park a vehicle
on public property reserved for a handicapped person or severely disabled
veteran which property has been so posted. Any vehicle which is unlawfully
parked in a designated handicapped and severely disabled veteran parking
area may be removed from that area by towing and may be reclaimed
by the vehicle owner upon payment of the towing costs.
(4)
Unauthorized use. An operator of a vehicle bearing a handicapped or severely disabled veteran plate or displaying a handicapped or severely disabled veteran parking placard shall not make use of the parking privileges accorded to handicapped persons and severely disabled veterans under Subsection F(3) above unless the operator is handicapped or a severely disabled veteran or unless the vehicle is being operated for the transportation of a handicapped person or severely disabled veteran.
No person shall park a vehicle upon any of the highways or parts thereof described in Schedule XIII (§ 145-113) except at the angle designated and only within the painted stall lines. On all highways or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
No person shall stop or stand a vehicle at any time, except in accordance with official traffic control devices, upon any of the highway or parts thereof described in Schedule XIV (§ 145-114), provided that vehicles licensed for public transportation shall be permitted to stop at authorized stations.
No person shall park any vehicle at any time upon any of the highways or parts thereof described in Schedule XV (§ 145-115).
A.
No person shall park a truck, trailer, semitrailer or other commercial vehicle at any time upon any of the highways or parts thereof described in Schedule XVI (§ 145-116). This prohibition shall not apply to vehicles of the Police Department, Fire Department or the Public Works Department, to vehicles of any public utility company engaged in the performance of public utility work or to vehicles making local deliveries or rendering service to occupants of buildings upon the highways so named.
B.
Immediately following the adoption of any regulation
prohibiting the parking of trucks or other commercial vehicles on
specified highways or parts thereof, the Public Works Department shall
erect appropriate signs thereon giving notice thereof. Such signs
shall read: NO PARKING OF TRUCKS EXCEPT FOR LOCAL DELIVERY.
No person shall park a vehicle between the hours specified on any day, except Saturdays, Sundays and holidays (unless otherwise indicated), upon any of the highways or parts of highways described in Schedule XVII (§ 145-117).
No person shall park a vehicle or allow same to remain parked upon any of the highways or parts thereof described in Schedule XVIII (§ 145-118) for a period of time longer than that designated between the hours specified of any day (unless otherwise indicated).
The highways or parts thereof described in Schedule XIX (§ 145-119) are hereby established as special purpose parking zones, and it shall be unlawful for any person to park any vehicle or tractor or to allow the same to remain parked in any such zone except as specifically provided for such zone.
