A. 
Regulations controlling and restricting the movement and parking of vehicles are hereby established upon the parking lots, parks, playgrounds and other municipally owned or leased properties described in Schedule XX (§ 145-120).[1] Such regulations shall be as listed and designated in said schedule and may include but are not limited to:
(1) 
Designation of intersections or locations where the stopping or yielding right-of-way of vehicles from one or more directions is necessary.
(2) 
Designation of areas where parking is prohibited at all times, prohibited at certain times or limited to certain time periods.
(3) 
Designation of one-way traffic, including the designation of driveways for exit or entrance purposes only.
(4) 
Designation of locations where right or left turns onto public highways are prohibited.
(5) 
Establishment of speed limits for vehicles in public parks, pursuant to § 6109(a)(5) of the Vehicle Code.[2]

B. 
Regulations established pursuant to this section shall be in addition to any regulations imposed in areas designated as parking meter zones pursuant to Article VIII of this chapter.
When appropriate signs giving notice of regulations established pursuant to § 145-31 of this article are posted in parking lots, parks, playgrounds and other municipally owned or leased properties, it shall be a violation of this chapter for any person to operate or park a vehicle in a manner other than in compliance with such regulations.
