A. 
A mobile home park shall have an area of not less than 16 acres nor more than 50 acres.
B. 
No mobile home office or service building shall be closer to a public street right-of-way line than 100 feet, nor closer to the edge of an interior street than 25 feet, nor closer to an adjacent property than 100 feet. No resident service building shall be closer than 400 feet of a public road. Other service buildings shall be a minimum of 200 feet from public roads.
C. 
There shall be no more than 3.5 mobile homes per usable acre of lot area of the tract to be developed as a mobile home park.
D. 
No point or any part of a mobile home shall be closer than 25 feet from any other mobile home or accessory building.
E. 
At least 25% of the gross area of each mobile home park shall be recreational open space areas for the use and enjoyment of the residents of the mobile home park. The common open space shall be free of structures except for those designed for recreational purposes.
F. 
Any mobile home lot shall have a minimum area of 6,000 square feet and a minimum width of 50 feet for single-unit mobile homes; 10,000 square feet and a minimum width of 70 feet for double units.
G. 
The total area of impervious surface within a mobile home park shall be no more than 30% of the gross acreage of the tract.
A. 
The paved width of any road shall meet Township specifications set out in Chapter 190, Subdivision and Land Development. Street design should avoid grids and conform as much as possible to the terrain.
B. 
Illumination of streets. Lights shall be on posts and shall be uniform in appearance. Flood lights shall not be used.
C. 
Preservation of sight lines. No structure, fence, tree, shrub or other planting shall be maintained between a line two feet above the street level and a plane seven feet above the street level so as to interfere with traffic visibility across the corner within the triangle bounded by the intersecting street lines a straight line drawn between points on each street 25 feet from the intersection of said street lines.
D. 
Parking. On-street parking is prohibited; nonresident parking: five spaces per 10 units using concrete lattice block pavers.
E. 
Additional requirements. All other aspects of the design and construction of the street system shall be governed by §§ 190-44 to 190-49 of Chapter 190, Subdivision and Land Development.
F. 
Sidewalks. Sidewalks shall be of two feet in width between home sites and common walks. They should be three feet wide alongside all roads and between parking areas and utility buildings and recreational areas.
Off-street parking at the ratio of 2 1/2 spaces per mobile home shall be provided. Each parking space shall be accessible from the street and shall be at least nine feet by 18 feet. One and one-half spaces shall be of concrete or asphalt plus one space of concrete lattice blocks.
The provisions of § 190-33 of Chapter 190, Subdivision and Land Development, shall be applicable to all mobile home park developments, and are accordingly incorporated herein by reference.
A. 
All mobile home parks shall connect to an approved public water supply system conforming to Chapter 236, Water.
B. 
Fire hydrants are required within 400 feet of every mobile home. Portable hand-operated chemical fire extinguishers of a type and size suitable and adequate for use on oil fires and approved by the local fire prevention authority shall be kept in each service building under park control and shall be required by the manager to be placed in each mobile home in the park, located inside the mobile home in a fixed location, preferably near a door but not in close proximity to cooking facilities. Extinguishers must be annually inspected and kept properly charged.
C. 
All mobile homes shall be equipped with smoke and heat detectors which will sound alarms inside and outside the mobile homes. All resident and park service buildings shall have smoke and heat detector systems which will sound alarms in the buildings as well as in the park office or manager's home.
A. 
The requirements of § 190-36 of Chapter 190, Subdivision and Land Development, shall be applicable to any system and facilities for sanitary sewage treatment and disposal.
B. 
Each mobile home site shall be provided with a capped sewer connection.
All utilities shall be installed and maintained in accordance with utility company specifications regulating such systems, and shall be underground.
A. 
Standards for location and management.
(1) 
Common open space areas shall be located and designed in areas contiguous to residential areas and easily accessible to residents and, where appropriate, shall preserve natural features. Common open space areas shall include both active and passive recreation areas.[1]

(2) 
At least 25% of the open space areas shall be located in an area not subject to flooding and which is usable for active recreation.
(3) 
The following active recreational facilities shall be provided:
(a) 
A basketball-tennis court when 50 or more lots are planned.
(b) 
A soccer-football field where 30 lots are planned.
(c) 
A swimming pool when 75 lots are planned.
(4) 
In addition, the design of any area of common open space shall be in compliance with the applicable standards of Chapter 250, Zoning.[2]

B. 
Buffered setbacks from public roads and adjacent properties shall consist of a visual screen of mixed evergreen and native deciduous trees of varying species or earthen berms capable of screening views, or both. At least 50% of plant material shall be evergreen and 10% flowering material. At the time of planting, a sufficient amount of evergreen material to visually screen the property shall be at least five feet in height (after planting) and the remainder of plantings may be of varying lesser heights, provided any deciduous trees shall be at least two-inch caliper.
(1) 
The plantings shall be maintained permanently and replaced within one year in the event of death of any plant material. Plantings shall not be placed closer than three feet from any property line.
(2) 
All existing deciduous and evergreen trees above two inches in caliper and/or six feet in height shall be preserved in the buffer areas, except where clearance is required to insure sight distance.
A. 
The applicant shall provide sheltered waiting areas for transportation.
B. 
Construction requirements and maintenance. Construction of service buildings shall be in compliance with all applicable codes and ordinances, including but not limited to building codes, plumbing codes, etc.,[1] and shall be maintained in a clean, sanitary and structurally safe condition. All service buildings shall conform to harmonious design elements and building materials.

C. 
For every four mobile home lots, there shall be a central storage building within 100 feet of each lot providing a minimum of 200 square feet of storage per lot. The storage building shall be rodent-proof, dry, and usable for all storage needs. All such storage buildings shall conform in design. No storage buildings over 30 square feet in size shall be permitted on individual mobile home lots.
D. 
For every four mobile home lots, a centrally located garage for at least two cars shall be provided. It may be attached to or part of the central storage building. No garages shall be permitted on individual lots.
E. 
A resident services building with laundry facilities and a meeting room will be required if the total number of lots exceeds 50.
F. 
Cluster mail boxes of a type approved by the U.S. Postal Service shall be required if there are 10 mobile home lots. Where there are more than 20 lots on a single entrance road, a fireproof mail building with lock boxes shall be constructed or such lock boxes shall be provided in the park management building.[2]

G. 
All service buildings and facilities shall follow a consistent design format and shall comply with Township building codes.[3]

A. 
Liquefied petroleum gas systems.
(1) 
The design, installation and construction of containers and pertinent equipment for the storage and handling of liquefied petroleum gases shall conform to the Propane and Liquefied Petroleum Gas Act (35 P.S. § 1329.1 et seq.), as it may be amended; and to the regulations therefor promulgated by the Pennsylvania Department of Labor and Industry, or its successor.[1]

(2) 
Liquefied petroleum gas systems provided for mobile homes, service buildings or other structures when installed shall be maintained in conformity with the rules and regulations of the Pennsylvania Department of Labor and Industry and shall include the following:
(a) 
Systems shall be provided with safety devices to relieve excessive pressures and shall be arranged so that the discharge terminates at a safe location.
(b) 
Systems shall have at least one accessible means for shutting off gas. Such means shall be located outside the mobile home and shall be maintained in effective operating condition.
(c) 
All liquefied petroleum gas piping outside of the mobile home shall be well supported and protected against mechanical injury. Undiluted liquefied petroleum gas in liquid form shall not be conveyed through piping equipment or systems in mobile homes.
(d) 
Vessels of at least 12 U.S. gallons' and less than 60 U.S. gallons' gross capacity shall be maintained in a vertical position and shall be securely, but not permanently, fastened to prevent accidental overturning. No vessel shall be placed any closer to a mobile home exit than five feet, and no closer to any window than three feet.
(e) 
No liquefied petroleum gas vessel shall be stored or located inside or beneath any storage cabinet, carport, mobile home or any other structure.
(f) 
All pipe connections shall be of a flare type.
B. 
Fuel oil supply systems.
(1) 
All fuel oil supply systems provided for mobile homes, service buildings and other structures shall be installed and maintained in conformity with the rules and regulations of the authority having jurisdiction, including the Township building codes.[2]

(2) 
All piping from outside fuel storage tanks to mobile homes shall be securely, but not permanently, fastened in place.
(3) 
All fuel oil supply systems provided for mobile homes, service buildings and other structures shall have shut-off valves located within five inches of storage tanks.
(4) 
All fuel storage tanks shall be buried and shall not be less than five feet from any mobile home exit, and not less than three feet from any window. Buried tanks shall be constructed of fiberglass or rust-proof material to prevent possible groundwater contamination.
(5) 
Storage tanks located in areas subject to traffic shall be protected against physical damage.
A. 
No portions of tree masses or trees with caliper of four inches or greater shall be cleared except where absolutely necessary at the location of streets, mobile home pads, utilities, and ancillary buildings. Applicants shall make all reasonable efforts to harmonize their plans with the preservation of existing trees.
B. 
In addition to plantings for buffered setbacks, a mobile home park shall meet the following landscaping requirements:
(1) 
Disturbed topsoil shall be stockpiled and replaced after construction.
(2) 
For every tree of twelve inches caliper which will be removed, which may be lost as a result of development, or which has been cut within a year prior to application, the developer shall plant two deciduous native trees of 2 1/2 inches to three inches caliper or greater at the base.
(3) 
Deciduous trees of varying native species shall be planted in the interior of the mobile home park at the ratio of two trees of 2 1/2 inches to three inches caliper or greater at the base per mobile home.
(4) 
Deciduous and/or evergreen shrubs of varying species shall also be planted within the mobile home park at a ratio of at least four five-year-old shrubs per mobile home.
(5) 
A plan shall be prepared by a registered landscape architect and submitted as part of the application. Planting shall be completed within six months of approval of the final plan. Failure to carry out the landscaping plan within such time shall warrant denial of the park's annual license under § 111-20 hereof. Failure to maintain the plants in a healthy condition according to the plan (and any revisions) shall be grounds for denial of the annual license.
A. 
All solid waste shall be stored in centrally located storage and pickup sites. For every six mobile home pads there shall be a storage and pickup site on a concrete or asphalt pad accessible to standard refuse trucks. The park management shall provide bulk containers (known as "dumpsters") of adequate size at these sites and insure that the sites are kept free of loose trash and vermin.
B. 
Solid waste containers shall be screened in accordance with the applicable provisions of Chapter 250, Zoning.[1]

A. 
Mobile home pad. Each mobile home pad (as described in § 111-3) shall have footings conforming to Township building code specifications. If a pad is to be located on "fill" soil, the bearing capacity of the soil shall be determined by test and shall meet a minimum load-bearing capacity specified by the Township Engineer, which capacity shall be in consideration of the maximum weight of standard mobile homes, the weight of pads and parking areas, the weight of trucks or cars to be parked on the fill areas, and other factors affecting load capacity. Plans shall also indicate how stormwater runoff will be diverted around the mobile home pad and fill areas.
B. 
Footings. Each pad shall rest on brick, masonry concrete block or reinforced concrete footings, the bottom of which shall be at least 2 1/2 feet below final grade and at least six inches below natural grade. The minimum horizontal dimensions shall be eight inches by 20 inches. Maximum spacing shall be five feet between centers.
C. 
Anchoring. Every mobile home placed within a mobile home park shall be anchored prior to the unit being occupied or used in any other way, or the expiration of seven days, whichever occurs first. The anchoring system shall be designed to resist a minimum wind velocity of 90 miles per hour. There will be a minimum of six ground anchors per unit.
D. 
Stability. Each mobile home placed within a mobile home park shall, prior to occupancy or other use, be affixed to its mobile home pad in such a way as to prevent tilting of the unit.
E. 
Skirts. Each mobile home placed within a mobile home park shall, prior to occupancy or other use, have a skirt installed which is designed to complement the appearance of the mobile home and is coordinated with other units throughout the park.
F. 
Hitch. The hitch or tow bar attached to a mobile home for transport purposes shall be removed and remain removed from the mobile home when it is placed on its mobile home pad.
