A. 
Every officer, employee or agent of the City who in the course of his official duties receives, handles or has custody of or control over more than $100 of City funds, negotiable instruments or securities at any time shall, before entering upon his duties as such officer, employee or agent and within 10 days of his election or appointment, give bond, payable to the City, with corporate surety, in such amount as shall be determined by the City Council and conditioned upon the faithful performance of his duties, a true accounting to give of all City funds, negotiable instruments and securities received or handled by him or coming within his custody or under his control and the payment thereof to the City, provided that during any period when two or more positions are held by the same person, the bond of such period shall be in amount not less than the highest amount determined by the City Council for any one of such positions.
B. 
The City Council may adopt a system of blanket faithful performance and honesty bonding as an alternative to the individual bonds provided in Subsection A of this section.
C. 
All officers, employees and agents of the City who, in the line of duty, are required or authorized to carry firearms shall give bond, payable to the City, with corporate surety, in such amount as may be determined by the City Council and conditioned upon the faithful performance of their respective duties and the payment of any judgment or decree which may be rendered against them for the negligent or unlawful use or handling of such firearm and to save the City harmless from all claims and demands whatsoever for the negligent or unlawful use or handling of such firearm.
D. 
The City Attorney shall approve all bonds required by this section with respect to their form and legality, and the premiums thereon shall be paid by the City. The City Council shall approve all bonds required by this section with respect to their sufficiency. All bonds required by this section shall be in the custody of the City Clerk.
Except as may be provided otherwise by state law or the Charter, in any case all City officers, employees and agents shall receive for their services such compensation as may from time to time be provided for their respective positions in the annual budget or other ordinance of the City Council, and all fees received by them shall belong and be paid over by them to the City.
The City Council, from time to time as it may deem prudent, shall designate one or more depositories for City funds, and it shall be unlawful for any City officer, employee or agent to deposit or maintain any City money, securities or negotiable instruments in any depository other than one so designated by the City Council.
Whenever any officer or employee of the City is required or authorized by statute, the provisions of this Code or any ordinance or resolution or rules and regulations or orders issued thereunder, in order to carry out his duties thereunder, to enter any premises or vehicle for the purpose of making an inspection thereof or of anything therein contained, such officer or employee shall have the right to enter any such premises or vehicle in accordance with law at any reasonable time in pursuance of such duties, upon display of his credentials as a City officer or employee, and it shall be unlawful for any person to refuse or hinder such entry.
A. 
The City Manager shall prepare regulations governing the personnel of the administrative services of the City, which may include but shall not be limited to the following subjects:
(1) 
In-grade salary and wage schedules.
(2) 
Promotions and demotions.
(3) 
Regular working hours and overtime.
(4) 
Vacation leave, sick leave and military leave.
(5) 
Rules of official conduct and practice inimical to the good of the City services.
(6) 
Suspension, dismissal and disciplinary procedures.
(7) 
Retirement.
B. 
Such personnel regulations, when approved by resolution of the City Council and entered of record in the office of the City Clerk, shall be binding on all persons to whom they relate.
C. 
The City Manager is authorized to approve payment(s) of monetary bonuses ranging from $25 to $200 to employees and officers of the City. Such bonuses awarded will be based on years of service, as prescribed by the City Manager, and shall be awarded annually during the holiday season between Thanksgiving and the end of the calendar year.

A. 
In order to provide for the coverage of eligible officers and employees of the City under the provisions of Title II of the Federal Social Security Act, the City shall subscribe to the applicable provisions of §§ 51-111.1 to 51-111.8,[1] Code of Virginia, and the plan heretofore submitted to and approved by the state agency pursuant to § 51-111.5, Code of Virginia, is hereby ratified, confirmed and continued in full force and effect.

B. 
The City Council shall, each year, appropriate sufficient funds to make its required employer contributions to the state agency, and the City Treasurer shall withhold from the salaries and wages of those City officers and employees who are so covered by federal social security to make their required contributions pursuant to the approved plan.
C. 
The City Treasurer shall be responsible for the performance by the City of all duties imposed upon the City and its officers and employees who are so covered by federal social security under the applicable provisions of §§ 51-111.1 to 51-111.8, Code of Virginia.

The City Council hereby ratifies, confirms and continues in full force and effect the resolution heretofore adopted by the former Town Council, which has been approved by the Board of Trustees of the Virginia Supplemental Retirement System, whereby the Town Council elected to have eligible Town officers and employees become members of the Virginia Supplemental Retirement System, pursuant to the provisions of § 51-111.31, Code of Virginia.
B. 
The City Council shall, each year, appropriate sufficient funds to make its required employer contributions to the Board of Trustees of the Virginia Supplemental Retirement System, and the City Treasurer shall withhold from the salaries and wages of those City officers and employees who are members of such retirement system sufficient funds to make the required member contributions to such Board of Trustees, and all such contributions shall be paid by the City Treasurer to such Board of Trustees in compliance with the rules, regulations and procedures established by the Board.
C. 
The City Treasurer shall be responsible for the performance by the City of all duties imposed upon the City and its member officers and employees under the applicable provisions of Title 51, Chapter 3.2, Code of Virginia.
