The Mayor shall be recognized as the head of the City government for all ceremonial purposes, the purposes of military law and the services of civil process. He shall advise with the City Manager in the administration of City affairs. He shall have power to investigate the acts of the City officers and employees and have access to all books and documents in their respective offices. The Vice Mayor shall preside and have the same authority as the Mayor in case of the absence or disability of the Mayor.
A. 
The City Manager, as chief administrative officer of the City, shall have the powers and perform the duties prescribed for his office by state law, the Charter, this Code and other ordinances, resolutions and orders of the City Council.
B. 
At the head of each department there shall be a director, provided that unless and until the City Council shall otherwise provide by ordinance or resolution, the City Manager shall be the director of all departments. All directors of departments and personnel under these directors shall be under the immediate control of the City Manager. Where the City Manager deems it necessary, he may require personnel from one office to be trained in part or in all aspects of another office.

The Director of Finance shall receive all money due the City from any person and shall render bills for taxes, water and other accounts due the City. All funds shall be disbursed as prescribed by ordinance or resolution of the City Council.
B. 
The Director of Finance shall render an account to the City Manager and City Council each month, showing the state of the financial conditions, amounts spent and balance in each budget item.
C. 
In addition to the duties prescribed for his office by state law, the Charter, this Code and other ordinances of the City, the Director of Finance shall perform such other duties as the Council may prescribe.
D. 
The Director of Finance shall withhold payment to any person of any account who has delinquent taxes or any other account due the City which is overdue.
The City Treasurer shall collect and receive all funds due the commonwealth and disburse them as prescribed by state law. He shall receive all funds due the City by the state, and such funds shall be turned over to the Director of Finance, who shall disburse them as provided by City ordinances and laws of the commonwealth. He shall have such other powers and perform such other duties as may be prescribed for his office by state law, the Charter, this Code and other ordinances, resolutions and orders of the City Council or by the City Manager.
A. 
The Commissioner of the Revenue shall perform all the duties in relation to the assessment of personal property for the purpose of levying City taxes that may be ordered by the City Council. He shall keep an office open such hours as other offices of the City are open and at such place as the City Council may provide. He shall keep such books, reports and records, and in such manner, as the City Council may direct. He shall use all forms and books and make such reports as the State Tax Department may require or as are required by the laws of the commonwealth.
B. 
It shall be the duty of the Commissioner of the Revenue to assess the taxes on licenses and to issue licenses as required by this Code and other City ordinances or laws of the commonwealth. He shall do such other duties as may be prescribed by the City Council.

The City Engineer shall perform such professional and related duties as may be specified for his office by the City Manager from time to time.
