The Mayor shall be recognized as the head of
the City government for all ceremonial purposes, the purposes of military
law and the services of civil process. He shall advise with the City
Manager in the administration of City affairs. He shall have power
to investigate the acts of the City officers and employees and have
access to all books and documents in their respective offices. The
Vice Mayor shall preside and have the same authority as the Mayor
in case of the absence or disability of the Mayor.
The City Treasurer shall collect and receive
all funds due the commonwealth and disburse them as prescribed by
state law. He shall receive all funds due the City by the state, and
such funds shall be turned over to the Director of Finance, who shall
disburse them as provided by City ordinances and laws of the commonwealth.
He shall have such other powers and perform such other duties as may
be prescribed for his office by state law, the Charter, this Code
and other ordinances, resolutions and orders of the City Council or
by the City Manager.

The City Engineer shall perform such professional
and related duties as may be specified for his office by the City
Manager from time to time.
