There shall be in and for the Borough of Haddon Heights a Board of Health
in accordance with the provisions of N.J.S.A. 26:3-1 et seq., as amended.

The Board of Health shall consist of seven members who shall be nominated
and, by and with the consent of the Council, appointed by the Mayor. The members
of said Board of Health shall hold said office for a term of three years,
except in the case of a vacancy; a vacancy shall be filled for the unexpired
term.

The Board of Health shall adopt rules and regulations for its own government
and shall elect a President from among its own members and a Secretary of
the Board, who need not be a member thereof.
The Board of Health shall not contract any debt or debts of any kind
beyond the amount or amounts of the appropriation or appropriations made for
its use by this Council.
A.
The Mayor of the Borough shall have full power to appoint two
alternate members to the Board of Health in accordance with the requirements
set forth below. The two alternate members shall be designated as "Alternate
No. 1" and "Alternate No. 2" at the time of appointment by the Mayor.
B.
The terms of the alternate members shall be for two years, except
that the terms of the alternate members first appointed shall be two years
for Alternate No. 1 and one year for Alternate No. 2 so that the term of not
more than one alternate member shall expire in any one year.
C.
Any vacancy occurring otherwise than by the expiration of term
shall be filled by appointment by the Mayor for the unexpired term only.
D.
The alternate members shall serve without compensation. They
may participate in discussions of the proceedings but may not vote except
in the absence or disqualifications of a regular member. In the event that
a choice must be made as to which alternate member is to vote, Alternate No.
1 shall vote first.
