No person shall abandon or cause to be abandoned any property
of any description, including but not limited to automobiles, in or
upon any lot or portion thereof; nor shall any person store or place
or cause to be stored or placed any such abandoned property in or
upon any lot or portion thereof; nor shall any owner, occupant or
tenant of any such lot or portion thereof permit any abandoned property
to remain thereon.
The Commissioner of Public Works shall serve written notice
in the same manner as provided in § 106 of the Charter upon
the owner, occupant or tenant of any lot upon which such abandoned
property has been placed or stored, requiring the removal thereof;
and if said property is not removed within 15 days thereafter, the
Commissioner shall cause the same to be removed from the realty, and
the cost thereof shall be assessed and collected in the manner provided
by § 106 of the Charter.
