A. 
For new or original paving of designated main streets or thoroughfares and streets in designated industrial areas, reinforced portland cement concrete pavement shall be used.
B. 
For new or original pavement on designated primary residential streets and culs-de-sac, asphaltic concrete wearing surface on bottom course bituminous macadam penetration method shall be used.
C. 
For new or original pavement on designated secondary residential streets, asphaltic concrete wearing surface on unreinforced portland cement concrete base shall be used.
D. 
For new or original pavement in parking areas or other public places, one or more of the following types of pavement shall be used:
(1) 
Unreinforced portland cement concrete pavement.
(2) 
Asphaltic concrete wearing surface on unreinforced portland cement concrete base.
(3) 
Asphaltic concrete wearing surface on bottom course bituminous macadam penetration method.
One or more of the following kinds of materials shall be used in repaving and in repairing all streets, public places and parking areas:
A. 
Reinforced portland cement concrete pavement.
B. 
Unreinforced portland cement concrete pavement.
C. 
Asphaltic concrete wearing surface on reinforced portland cement concrete base.
D. 
Asphaltic concrete wearing surface on unreinforced portland cement concrete base.
E. 
Asphaltic concrete wearing surface on bottom course bituminous macadam penetration method.
F. 
Asphaltic concrete wearing surface on existing pavement.
The City Council shall by ordinance designate both the type of material that shall be used or the types of material which may be used and the classification of the street or thoroughfare to be improved, which designation shall be in accordance with § 75 of the Charter of the City of Mount Vernon, New York.
All of the above work is to be performed in accordance with the tests and standard construction specifications for like improvements with like pavements, curbs, sidewalks and materials adopted by the State of New York, Department of Public Works, on January 2, 1957, or as the same may hereafter be amended.
