The commission is hereby established which shall be known and designated
as the "Town of Rosendale Recreation Commission."

Such Commission shall consist of seven persons, all residents of the
Town of Rosendale, and the members of such Commission first appointed shall
be appointed for such terms that the term of one commissioner shall expire
annually thereafter; and their successors shall thereafter be appointed to
serve terms of years which shall total in number the membership of such Commission.
Members of such Commission shall serve without pay.
Vacancies in such Commission occurring otherwise than by expiration
of term shall be for the unexpired term and shall be filled in the same manner
as original appointments.

The members of the Recreation Commission shall elect from their own
number a Chairman and Secretary and other necessary officers to serve for
one year and may employ such persons as may be needed, as authorized by this
chapter and pursuant to law.
Such Recreation Commission shall have power to adopt rules of procedure
for the conduct of all business within its jurisdiction.
The authority to establish and maintain playgrounds, parks and neighborhood
recreation centers shall include all powers as sanctioned by law, including
but not limited to complete authority within the Town to equip, operate and
maintain playgrounds, parks and recreation centers, the administration thereof,
planning, development, organizing, directing, staffing, budget proposals,
and to apply for any and all available federal and state aid to effect same.
