The Board of Commissioners may from time to
time amend, supplement, change, modify or repeal this chapter, including
the Zoning Map, by the procedures noted herein.

The provisions of this chapter and boundaries
of zoning districts, as set forth in the Official Zoning Map, may
from time to time be amended or changed by the Board of Township Commissioners,
in accordance with the provisions of the Pennsylvania Municipalities
Planning Code, as amended.
A. Procedure for amendment by the Township. Any amendments
to this chapter or to the boundaries of zoning districts, as set forth
in the Official Zoning Map, shall be done in accordance with the applicable
provisions and procedures set forth in the Pennsylvania Municipalities
Planning Code, as amended.
B. Procedure for proposed amendment by landowner. Every
application submitted by a landowner for amendment of this chapter
shall first be presented for review by the Board of Commissioners
and shall contain the following:
(1) The name, address and interest of each person represented
by the application, and the name and address of the applicant's representative.
(2) A plan or map showing the extent of the area to be
rezoned or districts to be affected, streets bounding and intersecting
the area, land use and zoning classification of abutting districts,
and photographs of the area to be rezoned and abutting areas.
(3) A statement of circumstances in the proposed district
and the abutting districts and any other factors on which the applicant
relies as reason for supporting the proposed rezoning.
(4) The approximate time schedule for the beginning and
completion of development in the area.
(5) A site plan to scale indicating the location of structures,
uses, area for off-street parking and loading.
(6) Information about the market area to be served by
the proposed development, if a commercial use, including population,
effective demand for proposed business facilities, and any other information
describing the relationship of the proposed development to the needs
of the market area.
(7) A community impact analysis with sufficient information
regarding traffic, water supply, sewage disposal, environmental issues
and any other issues relevant to the proposal.
(8) All review required by the Pennsylvania Department
of Transportation and the Department of Environmental Protection.
(9) Fees as established by the Board of Commissioners.
C. Curative amendments. Township curative or citizen
challenge and curative amendments submitted to the Board of Commissioners
or the Zoning Hearing Board shall be considered in accordance with
the provisions and procedures of the Pennsylvania Municipalities Planning
Code, as amended.

A. Proposed amendments shall not be enacted unless notice
of proposed enactment is given in the manner set forth in this section,
and shall include the time and place of the meeting at which passage
will be considered, a reference to a place within the Township where
copies of the proposed amendment may be examined without charge or
obtained for a charge not greater than the cost thereof. The Board
of Commissioners shall publish the proposed amendment once in one
newspaper of general circulation in the Township not more than 60
days nor less than seven days prior to passage. Publication of the
proposed amendment shall include either the full text or the title
and a brief summary, prepared by the Township's Solicitor, and setting
forth all the provisions in reasonable detail. If the full text is
not included:
(1) A copy thereof shall be supplied to a newspaper of
general circulation in the Township at the time the public notice
is published.
(2) An attested copy of the proposed ordinance shall be
filed in the county law library or other county office designated
by the County Commissioners, who may impose a fee no greater than
that necessary to cover the actual costs of storing said ordinance.
B. In the event substantial amendments are made in the
proposed amendment, before voting upon enactment, the Board of Commissioners
shall at least 10 days prior to enactment readvertise, in one newspaper
of general circulation in the Township, a brief summary setting forth
all the provisions in reasonable detail together with a summary of
the amendment.
For the purpose of defraying expenses of advertising,
etc., applications for shall be accompanied by cash payment or certified
check to the Township in accordance with a fee schedule adopted by
resolution of the Board of Township Commissioners upon the enactment
of this chapter or as such schedule may be amended by resolution of
the Board of Township Commissioners.

Proceedings for securing review of any ordinance,
decision, determination, or other of the Board of Commissioners, its
agencies or officer, adopted or issued pursuant to this chapter, shall
be in accordance with the Pennsylvania Municipalities Planning Code,
as amended.
