A. The Council shall appoint the Township Engineer pursuant
to N.J.S.A. 40A:140. Prior to appointment, he/she shall have been
licensed to practice engineering in New Jersey.
B. Engineers to be retained for special projects shall
be appointed by the Manager with the advice and consent of the Council.
The Engineer shall be advisor to the Council,
the Manager and, when directed by the Manager, to such other departments
or agencies as may require engineering services. He/she shall provide
any or all of the following services and such others as may be requested
from time to time:
A. Design roads, bridges, drainage and other structures;
prepare or assist in preparing specifications for contract or force
account projects; provide written estimates of project costs; assist
in evaluating bids.
B. Provide surveying and other engineering or semi-engineering
services, including, but not limited to, the inspection of projects
to assure adherence to specifications; certify contractors' bills
as to percentage of completion pursuant to contract.
C. Attend Council and other meetings on behalf of the
Township, when requested by the Manager; assist in setting annual
street resurfacing priorities and in preparing capital improvement
programs and budgets.
D. Perform such other services as the Manager may request.
The Engineer, unless on salary, shall be paid
for time and expenses at his/her established rates, on the basis of
itemized bills for services rendered.
All maps, profiles, specifications, surveys and related papers and documents done on behalf of the Township shall be and remain the property of the Township. If filed for convenience at the office of the Engineer, they shall be furnished or returned on request. On termination of services, they shall be delivered in accordance with §
3-59 herein, together with a written consent to substitution of a successor in all actions and proceedings then pending to which the Township is a party.
