The Planning Board established by codified ordinance
pursuant to N.J.S.A. 40:55D-25c is continued and assigned for administrative purposes
to the Office of Planning and Development. Members shall be appointed
by the Council.
The Board of Assistance established by prior
ordinance pursuant to N.J.S.A. 44:8-114 et seq., is continued and assigned for administrative purposes to the Office
of the Manager. Said Board shall be henceforth known as the "Local
Public Assistance Board."
An Emergency Management Council, Emergency Management
Coordinator and a Deputy Emergency Management Coordinator shall be
established as required by the laws and administrative regulations
of the State of New Jersey. The Council shall be assigned for administrative
purposes to the Office of the Manager.
The Board established by prior ordinances pursuant
to N.J.S.A. 26:3-1 et seq., is continued and its functions assigned
for administrative purposes to the Office of Planning and Development.
The Commission created pursuant to N.J.S.A.
40:56A-1 et seq., is continued and assigned for administrative purposes
to the Office of Planning and Development.

A. Recreation Committee is hereby created. It shall have seven members
and two alternate members appointed by the Council for staggered three-year
terms.
B. The Recreation Committee reports to the Township's Recreation
Director and is under the direction of the Township Manager.
C. The Recreation Committee shall have the following functions:
(1) Consult and meet with the Recreation Director at least once each
month to support the planning of recreational opportunities for children
and adults, including senior citizens in the Byram Township. Also,
to support the planning of Recreation Committee supported events and
activities.
(2) Make recommendations to the Township's Recreation Director regarding
recreation programs/events, celebration of public events budget, and
recreation policies.
(3) Create ad hoc and/or standing committees, to include the Byram Day
Committee, that report to the Township's Recreation Director.
(4) The Recreation Committee shall be expected to support and volunteer
for events that are planned and supported by the Recreation Committee.
(5) The Recreation Committee is encouraged to assist the Recreation Director
to solicit volunteers for active participation to help facilitate
the delivery of Township-sponsored and supported recreation.
(6) Such other functions that may be assigned from time to time by the
Recreation Director under the direction of the Township Manager.
The Commission created by prior ordinance is
abolished and shall be replaced by an Economic Development Advisory
Committee to be established by resolution.

A. There is hereby established a Trails Advisory Committee as the advisory
board to the Township Council on the use, development, and maintenance
of the Township trail system as well as the implementation of the
Trails Master Plan.
B. The Committee shall be comprised of the following persons to be appointed
by the Township Council:
(1) Seven residents of the Township that are not currently serving on
another Township committee.
(2) All members shall have a term of office of three years.
(3) An appointment to fill a vacancy shall be for the unexpired term.
(4) To establish the rotation for the member of the Committee, the current
terms shall have the following termination dates:
(a)
The term of two residents shall expire December 31, 2023.
(b)
The term of two residents shall expire December 31, 2024.
(c)
The term of three residents shall expire December 31, 2025.
C. The Trails Advisory Committee shall:
(1) Members are responsible for regular physical inspection of trails
and are expected to be active hands-on participants assisting in the
implementation of the goals and objectives of the Committee.
(2) Responsible for recommending actions included in the adopted Trails
Master Plan for the Township.
(3) Review and make recommendations for revisions to the Trails Master
Plan as deemed necessary.
(4) Assist with the design and development of trails.
(5) Make recommendations on the construction, maintenance, and upkeep
of Township trails.
(6) Oversee a volunteer program for trail construction and maintenance
that is coordinated with approval of the Township Manager.
(7) Coordinate as necessary with other Township committees, specifically
the Recreation Committee, Environmental Commission and the Open Space,
Recreation, Farmland Preservation and Historic Preservation Committes.
The Trails Committee shall also work with other volunteer community
groups that have interest in the Township's trails.
(8) Make policy recommendations to the Township Council on trail-related
matters.
(9) Make recommendations to educate the public and promote the Township
trail system.
(10) Make recommendations to the Township Council on trail projects for
the annual budget.
(11) Address other trail-related issues and projects and make recommendations
as assigned by the Township Council or Township Manager.
A Lenape Valley Municipal Alliance Committee
is established for the purposes of:
A. Organizing and coordinating efforts involving schools,
law enforcement, business groups and other community organizations
for the purpose of reducing alcoholism and drug abuse.
B. Developing comprehensive alcoholism and drug abuse
education, support and outreach efforts for parents and students in
the community.
C. Developing comprehensive alcoholism and drug abuse
community awareness programs.
